As one of the first leaders within Accenture Infrastructure & Capital Projects (I&CP) Canada's Healthcare and Buildings (H&B) business, the Vice President, Infrastructure Advisory (Project Controls - Social Infrastructure) will play a crucial role in leadership, strategy, and delivery to position us as the leading driver of change in Canadian infrastructure capital planning, procurement, delivery and asset management. With an emphasis in healthcare and vertical buildings infrastructure, the leader will also be responsible for supporting the Canadian integration of I&CP with Accenture's broader Strategy & Consulting business across both its Health and Public Sector industry groupsThe Vice President, Infrastructure Advisory (Project Controls - Social Infrastructure) will be the key leader that supports the Senior Vice President, Healthcare and Buildings in developing and deploying a nation-wide strategy for delivering on I&CP's five-year business case and strategic plan in tandem with Accenture Canada's growth priorities. Within I&CP Canada, the Vice President, Infrastructure Advisory (Project Controls - Social Infrastructure) will :Play a primary leadership role in business development and client mandate execution of :Project Controls, Project Management, and Construction Management, including :Providing leadership, oversight for all project controls disciplines in support of program and project controls mandates for hospital and social infrastructure project clientsElevation of commercial competency in delivery and decision making based on project controls and project management staffed to project mandatesComplex claims and contract management analysis for projects in constructionDevelop and implement program-wide standards (internally) and provide advisory services regarding such standards of practice that is tailored to client needs (externally) by liaising and co-leading across all of I&CP's program and project controls leadershipIdentifying resource needs and requirements with the consideration of added benefits in providing digital services and current industry trends towards delivery of major programs through non-traditional forms of procurement and delivery.Commercial Management of Infrastructure Projects, including :Provide Canadian-leading expertise in all aspects of formulating, selecting, implementing and advising on contract packaging, procurement and transaction structuring, contract model selection, contract and commercial risk analysis and delivery model selection tools, particularly with emphasis to inputs required for commercial consideration in target-price and progressive contractsSynthesize downstream execution delivery functions with upstream planning and business case inputs at the time of delivery model selection and procurement strategyCo-lead with senior infrastructure advisory leadership the negotiation and management of claims resolutions and providing program-controls-informed commercial resolutions offerings to contracting authorities in the midst of complex disputesDevelop infrastructure advisory solutions predicated on early-adoption of project and program controls inputs for value-added dispute avoidance for contracting authority clientsPlay a supporting leadership role within I&CP and the Healthcare and Buildings Team for :Capital Program and Project Strategic Planning, including :Provide superior industry-leading expertise in the establishment, oversight, and operations of a capital programProvide superior industry-leading expertise in the inception, ideation, pre-planning and planning phase strategy for capital projects and programsLeadership and insight with respect to executing capital program transformations with ability to advise clients on core facets of such transformations, such as :implementation of project management information systemsupskilling and integration of project controls functionsimplementation of quality management and knowledge management frameworksupskilling of contract administration systems and processesoptimization of internal capital program governance; andimplementation of internal operating models that align with client workforce planning and resource planningCapital Program and Project Business Case Strategy, including :Establishment of a business case methodology, benefits management and benefits assurance practice that supports infrastructure client program and project sponsorship requirementsLeading a practice that synthesizes public policy frameworks, political acuity, quantitative rigor, and commercial decision-makingProcurement and Program Management, including supporting :Establishment of capital procurement services as a managed service, inclusive of procurement operations, execution, contract administration, process optimization and operational efficienciesProviding superior industry-leading expertise in public procurement services, including design and implementation of streamlined public procurement policies, evaluation frameworks, and advanced evaluation methodologies applicable within large infrastructure capital programsDevelopment, implementation leadership and execution of procurement transformation strategies, including change management, talent strategy, business process reinvention, and support in identification and implementation of digital procurement systemsDevelopment and implementation of program level reporting leveraging an integrated project controls system to support risk-informed decision makingCapital procurement analytics business services, data governance advisory, procurement data strategyEstablishment of capital program management services, including quality management and knowledge management systems and training for indirect procurement execution functionsPlay a team leadership role within I&CP and the Healthcare and Buildings Team to :Support the integration of Accenture's strategy & consulting practice with I&CP in both health and public sector industries :In respect of Capital Program and Project Strategic Planning, by providing infrastructure insights and synergy opportunities where successful transformation of service operating models for infrastructure assets and programs require upstream capital planning inputsIn respect of Capital Program and Project Business Case Strategy, by building business case methodology, benefits management and benefits assurance as a broader service line together with infrastructure-oriented market research and intelligence competencies to inform and validate I&CP strategic decisions or opportunitiesIn respect of Commercial Management of Infrastructure Projects, by augmenting S&C execution capabilities in general commercial contract negotiation and strategy, inclusive of outsourced service delivery opportunitiesSupport Accenture's digital transformation and I&CP digital value proposition, together with the head of I&CP's digital practice :In respect of Capital Program and Project Strategic Planning and Capital Program and Project Business Case Strategy, by developing client opportunities that progress the use of data and digital tools for improvement of capital planning outcomesIn respect of Procurement and Program Management, by applying commercial contracting knowledge to business processes and solutions, for example the implementation of digital procurement solutions or in advising on contractual and procurement provisions required to enable digital twinning standards in projectsIn respect of future asset management and asset operations capabilities, by advising on commercial terms and scope enforcement approaches that align with increasing need for client assets to be adaptable with technological changeIn respect of Project Controls, demonstrating digital opportunities that create efficiencies from an output turnaround time and leveraging historical data in risk and scheduling analysis (e.g. through machine learning or AI based tools)QualificationsMinimum 10 years of progressive leadership experience in provision of program and project delivery in of major public infrastructure projectsMinimum 5 years of progressive leadership experience in provision of program and project controls for either :i) social / vertical infrastructure projects,ii) public sector infrastructure programs, oriii) indirect procuring authorities contracting on behalf of third party asset owners and fundersDemonstrated direct experience in non-fixed price and / or progressive procurement contracting approaches, including commercial risk analysis and negotiation in the context of collaborative contractingPrevious experience in commercial negotiation and commercial management of major infrastructure project commercial claims and dispute resolution, which may include, for example, forensic schedule analysisMust have experience delivering projects successfully while ensuring Accenture I&CP's vision and strategic goals remain a top priority (balanced approach)Significant experience in the industry, having successfully led teams through strategic business objectives (i.e. organizational change management, growth & geographic expansion, etc.)Demonstrated expertise in business and management principles involved in strategic planning, resource allocation, human resources modelling, leadership technique and coordination of people and resourcesProven ability in building cohesive teams and facilitating goal accomplishments by aligning individual and team actions with strategies and plans to
