Job Description

The Manager of Pre-Construction and Estimating is a leadership role responsible for overseeing all estimating, procurement, and pre-construction planning activities for civil water and wastewater infrastructure projects in private land development. This includes site servicing for subdivisions, industrial/commercial lands, and large-scale development sites. The successful candidate will lead a high-performing estimating team, coordinate procurement, interface with consultants, and set bidding strategies. This role requires deep knowledge of site servicing, strong analytical skills, and hands-on experience using Bid2Win, Jonas Construction Software, and online bidding platforms such as Bids & Tenders. Key Responsibilities: Pre-Construction & Estimating: Oversee preparation of detailed cost estimates for civil servicing work including sanitary sewers, storm systems, watermains, stormwater facilities, roadworks, and earthworks. Review and interpret all tender documents, specifications, drawings, and contract requirements to ensure compliance and full understanding of scope and risks. Lead bid strategy development in coordination with senior management-identifying key opportunities, competitive positioning, and cost-saving approaches. Perform detailed cost analysis and benchmarking of historical performance data, production rates, and unit prices. Conduct internal scope reviews and identify risk items, exclusions, and clarifications. Tender Management & Communication: Act as the main point of contact with engineering consultants, developers, and tendering authorities during the bid process. Monitor, download, and respond to tenders through engineers, online platforms, including Bids & Tenders, Merx, eSolutions, and private portals. Track upcoming bids and ensure all prequalification and tender compliance documents are submitted in a timely and professional manner. Lead tender closings, oversee bid submissions, and attend bid openings and meetings when required. Procurement & Subcontractor Management: Source and secure competitive pricing from suppliers and subcontractors across divisions. Review and level all subtrade quotations for scope, exclusions, and risk alignment. Establish procurement timelines and lead early engagement with key trades on complex projects. Maintain and expand a reliable database of vendors, subcontractors, and material suppliers. Team Leadership & Process Development: Manage, mentor, and support a team of estimators. Develop standardized estimating procedures, templates, and controls to ensure accuracy, efficiency, and knowledge sharing. Lead adoption and consistent use of Bid2Win for estimating and ensure seamless integration of awarded projects into Jonas Construction Software. Maintain cost history records and use them to inform pricing strategies and production targets. Collaboration & Strategy: Collaborate with operations, project management, and business development to ensure alignment of pre-construction efforts with project delivery objectives. Participate in go/no-go decisions and develop recommendations for senior leadership based on scope review, risk analysis, and competitiveness. Ensure clean and comprehensive project handovers from estimating to operations, including cost breakdowns, procurement notes, and scheduling input. Qualifications: Minimum 10 years of experience in civil estimating and pre-construction, with a focus on private development water and wastewater servicing. Strong working knowledge of Bid2Win (mandatory) and Jonas Construction Software (preferred). Proven experience in reviewing tender and contract documents, identifying scope gaps, and aligning bid strategies. Ability to lead tender pursuits from start to finish, including site visits, pre-bid meetings, subcontractor coordination, and bid submission. Familiarity with online bidding platforms, including Bids & Tenders, Merx, eSolutions, and private developer portals. Ability to read and interpret complex civil engineering drawings, specifications, geotechnical reports, and construction standards. Experience in procurement and negotiation with subcontractors and suppliers. Excellent leadership, communication, and organizational skills. Diploma or degree in Civil Engineering, Construction Management, or related field. Preferred Assets: Knowledge of municipal servicing standards (e.g., City of Toronto, York, Peel, Halton, Durham and local municipalities). Relationships with private land developers and engineering consultants in the GTA or similar markets.
