JOB SUMMARY The Government Affairs department plays a crucial role within the Inuvialuit Regional Corporation by ensuring that governments and industry recognize and adhere to the stipulations of the Inuvialuit Final Agreement (IFA). Tasked with the essential duties of policy development and advocacy, the Government Affairs team actively participates in various forums and discussions alongside federal and territorial governments. This team is also at the forefront of negotiating the Inuvialuit Self-Government Agreement as directed by the IRC Board. Their work is vital in shaping the policies that impact the Inuvialuit community. ACCOUNTABILITIES Legislative and Policy Development Review, analyze, and prepare comments on legislation, regulations, and policy proposals from the Government of the Northwest Territories and Yukon Government. Provide legal interpretation and strategic advice on legislative frameworks and statutory obligations. Participate in multilateral meetings and collaborate with policy analysts, departmental leads, and Indigenous governments on co-development of laws and policies. Conduct legal research and prepare briefing materials and legal opinions. Justice and Environmental Law Advise on justice-related issues, including access to justice, restorative justice, and Indigenous legal traditions. Advise on the consistency of environmental regulations, including climate change, land use, and resource management laws with the IFA and impact on Inuvialuit rights. Monitor legal trends and emerging issues in environmental and administrative law relevant to the lives of Inuvialuit. Intergovernmental and Cross-Jurisdictional Coordination Support other Government Affairs personnel conduct research and analysis at various negotiation tables. Liaise with legal and policy teams across GNWT and YG to ensure alignment and consistency in legislative initiatives. Represent the organization in intergovernmental working groups and legal policy forums. Support treaty and land claim implementation from a legislative and regulatory perspective. Perform other duties as assigned. QUALIFICATIONS Applicants must be/have: Law Degree (JD/LLB) from a recognized law school for qualification to practice in Canada. Admitted member in good standing of a law society in Canada, and upon acceptance of this role, is or will become a member of the Law Society of the Northwest Territories. Approximately 3-5 years of experience working with legislative and policy initiatives within or across from government, preferably within the context of Northern and/or Indigenous issues. Experience working with multiple stakeholder groups with demonstrated ability to meet targets. ADDITIONAL QUALIFICATIONS Excellent written and oral communication skills including the ability to effectively communicate with internal business clients, support staff, external resources, and other collaborators. Ability to adhere to strategic, business and operational plans and to develop and implement goals, objectives and priorities to meet this end. Ability to handle sensitive legal information with the highest level of discretion and confidentiality, maintaining trust within the organization. Ability to identify risks and opportunities and provide sound advice that contributes to well-informed decision-making. Ability to analyze and evaluate alternatives and develop recommendations related to a wide range of legal and business issues. Team player with ambition, talent and drive. Strong analytical, advocacy, organizational and interpersonal skills. Ability to explain complex information simply. Ability to work in a fast-paced environment. Knowledge of the Inuvialuit Settlement Region, including, demographics/ values/ culture/ history is desirable. The ability to travel for up to a week within the ISR periodically is required.
