Reporting to the Director of Financial Services, the Manager of IT will provide support related to long-term planning, systems support and integration of technology standards applications and related policies. The Manager will work directly to oversee service delivery in conjunction with our Managed IT Services provider to ensure effective and beneficial outcomes from the Countys investments related to information technology infrastructure. The position manages a set of direct delivery technology functions and advisory services, ensuring compliance with County policies and strategic technology directions. Summary of Work Performed: Review current County Information Technology annual plans to ensure the full development, integration, and operations of the Countys investments and activities in information technology meets departmental needs and growth. Access, update, and operate the Countys information technology systems and services to identify areas to maximize operational capacity, status, connectivity, communications, and so forth. Assess County-wide and individual operating unit information technology requirements and recommendations related to the Countys long-term Information Technology Services plans and standards, reporting anomalies, inconsistencies, and other deviations to the Director of Financial Services. Lead project teams and directly support the Countys Managed IT Service providers technology teams to effectively plan, develop, implement, and evaluate Information Technology services initiatives across the County and within individual operating units. Ensure that the day-to-day operation of all security, backup access, and procedures supports the confidentiality, security, and related functions and responsibilities of the information technology systems of the County. Stay up to date on technology trends, applications, investments, and related initiatives that could affect the current and future information technology services operations, investments, and practices in the County. Participate in initiatives with other non-profit, public sector, and private sector organizations that could enhance the operations, capacity, and investment effectiveness outcomes of the County through joint ventures, operations, and projects. Provide advisory services on information technology and relevant policies to the Director of Finance related to the needs of operating units, investments, and so forth. Ensure training on information technology software is available for all staff of the County as needed, using modernized methods such as videos and support links readily available through the intranet or operating units, reporting deficiencies in training to the Director of Financial Services. Support the Information Technology Units budget by identifying charge backs to individual operating units or Local Municipal Partners and managing budgeted expenses by identifying opportunities and areas of savings. Ensure collaboration between departments and maintain compliance with all County Finance, Purchasing, Human Resources, and related policies and procedures. Participate in evaluations of vendors, customers, and contracts as necessary. Undertake other tasks as assigned by the Director of Financial Services or designate. Assist in preparing the annual operating budget and capital budget projection for the administrative unit for presentation to the Director of Finance and/or Management Team. Ensure accurate tracking and maintenance of County assets related to information technology services for the County and remove redundancies throughout individual operating units to ensure accurate records are kept, efficiency of operations, effectiveness of solutions, and related costs. Identify risks and provide assessments as appropriate. Maintain a high degree of confidentiality in performing daily job tasks and relationships with other parties. Comply with the Countys Code of Ethics. Availability outside of regular working hours may be required. The municipality is seeking candidates with the following qualifications: University or College Degree in a related field, or an appropriate combination of experience and education. Ability to be an advocate and integrator of information technology services across the County, both on a direct level and advisory/support basis. Demonstrated oral, written, presentation, and reporting communication skills and capabilities. Strong interpersonal skills related to effective communication that supports positive achievement of the desired outcomes. A team-oriented operating style that focuses on results and the effective use of available resources. Ability to maintain a strong understanding and awareness of Information Technology Services trends, new applications, operational parameters, and related technical information that will shape future County investments in Information Technology Services and their day-to-day application and operations. Minimum of five (5) years of experience in Information Technology Services areas, including systems development and management, with at least three (3) to five (5) years at a supervisory level. Valid ''G'' Class Ontario Motor Vehicle License and the use of a reliable vehicle for County business.
