The Departments vision is that all Manitobans have access to dignified housing and mental health and substance use supports to enjoy a good quality of life and a sense of belonging in their communities. The department takes a whole-of-government approach to providing strategic leadership, funding, policy direction and oversight for Manitobas mental health and substance use/addictions system, as well as chronic disease prevention and health promotion programs and services.The Director positions are:Director, Mental Health and Addictions, Treatment and RecoveryDirector, Mental Health Promotion and Harm ReductionDirector, Planning and Performance, Indigenous Engagement and RelationsConditions of Employment:Must be legally entitled to work in CanadaMust provide and maintain a satisfactory Criminal Record Check with Vulnerable Sector SearchMust provide and maintain a satisfactory Child Abuse Registry Check and Adult Abuse Registry CheckMust have the ability to travel within the Province of ManitobaQualifications:Essential:Post-secondary education with undergraduate degree in health, social sciences, or public administration, with specialization in public health, and/or an equivalent combination of education, training and experience.Extensive policy leadership experience related to mental health, harm reduction, mental illness, substance use and addictions systems.Strong understanding of the social determinants of health and barriers faced by marginalized populations in accessing mental health and addictions services.Experience translating strategic priorities into clear operational and business plans and experience with strategic performance management and measurement systemsExperience leading process/quality continuous improvement, providing solutions to challenges and successfully managing changes.Experience preparing and managing budgets .Experience supervising a group of staff including providing direction and goals, monitoring/reviewing performance, coaching/mentoring, and participating in recruitment and selection activities (preferably in a unionized environment).Experience building relationships with Indigenous people and implementing principles of reconciliation.Effective interpersonal skills with the ability to build strong partnerships with internal and external stakeholders.Strong verbal communication skills with the ability to communicate and provide advice on complex topics and sensitive issues to senior leaders.Strong written communication skills with demonstrated experience developing advisory and briefing materials, and discussion papers for senior management .Strong political acumen demonstrated through experience identifying potential operational impacts and influencing decisions.Desired:Knowledge and understanding of the Mental Health Act, the Housing and Renewal Corporation Act, and the Youth Drug Stabilization Act.Duties:As a member of the departments management team, each Director will be responsible for leading and managing the work of the designated branch and provides support/advice to the Executive Director, Assistant Deputy Minister and Deputy Minister.Reporting to the Executive Director of the designated branch, the Director will ensure government mandate and priorities are achieved in an integrated, holistic government approach to the provision of mental health policy and program supports.To be considered for this competition you must submit an application form, along with your cover letter and resume.
