Its responsibilities include developing and updating Master Plans, managing environmental assessments and functional design studies, coordinating infrastructure planning, supporting system modelling, and preparing capital budgets for growth projects.You will play a key role in the planning of major water and wastewater infrastructure. Related activities may include:Master PlanningLead/support Water and Wastewater Master Plans and Master Servicing Studies.Provide engineering input for the Official Plan, urban expansion, and rural servicing.Ensure development aligns with Master Plan requirements.Capital ProjectsManage functional designs and coordinate infrastructure planningPrepare capital budgets, Project Charters, and support design and construction phases.Contribute to financial planning tools like the Development Charges By-law and Long-Range Financial Plan.Technical Studies & Modelling:Oversee environmental assessments and system modelling.Analyze infrastructure performance and growth trends.Represent the unit in cross-functional projects.Reporting & Strategy:Draft reports for Council and funding applications.Prepare Terms of References for assignments.Help shape the units strategic direction and collaborate across teams.Education And ExperienceCompletion of 4 year university degree in Civil Engineering or a related Applied Sciences programMinimum of 8 years of related professional experience in water, wastewater and storm water infrastructure including planning, analysis and designCERTIFICATIONS AND LICENCESLicensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO)KNOWLEDGEFundamental knowledge of hydrology and hydraulics as it relates to water resourcesComplex municipal systemsApplicable legislation and practices governing water, wastewater and storm water infrastructure planning and implementation, such as, Planning Act, Municipal Act, Water Resources Act, Environmental Assessment Act, Federal Fisheries Act, City Official Plan, City Master Plans, Class Environmental Assessment process, Development Charges processAnalytical techniques for water, wastewater and storm water system analysis that are in current practiceMunicipal infrastructure planning principlesPublic consultation processProject management principlesCapital and operating budget processProcess management concepts and principlesStrong knowledge of computer modeling tools including data requirements, results interpretation, model sensitivities, predictive modeling techniques and calibration techniquesMust be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and proceduresDesirable Qualifications:Expert knowledge in applicable technical specialty (i.e. hydrology, hydraulics, computer modeling, storm water management, etc.) as demonstrated by advanced academic qualifications or significant direct experienceKnowledge of operation of water and wastewater systemsCompetencies, Skills And AbilitiesCore BehavioursCore behaviours define the City's expectations of the behaviours employees should demonstrate in performing their work.
