Reporting to the Senior Vice President, Major Projects the Preconstruction Manager will lead the planning and development phases of major heavy civil infrastructure projects, including highways, bridges, rail, transit, water infrastructure, and large-scale site developments. This leadership role is responsible for managing preconstruction activities from project pursuit through contract execution, ensuring successful delivery of high-quality proposals that are competitive, accurate, and aligned with client expectations.Primary Scope of Role :Lead the preconstruction process including estimates, constructability reviews, risk assessments, scheduling, value engineering, and stakeholder coordination.Manage and coordinate responses to Request for Qualifications (RFQ) and Request for Proposals (RFP) for design-build, P3, and other alternative delivery models.Develop and maintain preconstruction schedules in collaboration with planners, design consultants, and operations teams.Collaborate with business development, estimating, engineering, and legal teams to develop pursuit strategies and winning proposals.Facilitate design development during pursuits to ensure alignment with cost, schedule, and performance requirements.Identify and manage project risks and opportunities during early planning and design phases.Support subcontractor/vendor engagement and market outreach to ensure competitive pricing and innovative solutions.Participate in client meetings, presentations, and technical reviews as a key project lead during the procurement phase.Maintain detailed records and hand over complete bid packages to project delivery teams after award.Specific Duties : Project Planning and CoordinationAnalyze project requirements and develop pre-construction schedules.Collaborate with design teams, estimators, and subcontractors to align project objectives.Ensure compliance with regulatory, environmental, and safety standards.Develop and maintain a bid tracking list and chair bi-weekly team meetings to keep department up to date and to gather market internal market informationDevelop a Go/No Go template for senior management reviewAttend conferences and industry eventsBecome the Major Project representative with Metrolinx/IO/MTOCost Estimating and Budget ManagementEnsure preparation of accurate and competitive cost estimates.Identify cost-saving opportunities and value engineering solutions.Present budget summaries to stakeholders and ensure alignment with client expectations.Design Review and OptimizationEvaluate and refine design concepts to optimize construction feasibility and efficiency.Coordinate with engineers and architects to address project challenges and constraints.Ensure designs meet technical specifications and environmental requirements.Bid Preparation and Proposal DevelopmentLead the preparation of technical and financial proposals.Develop project narratives and highlight unique value propositions.Participate in pre-bid meetings and site visits to gather critical project insights.Risk Assessment and MitigationIdentify potential risks during the pre-construction phase.Develop and propose mitigation strategies to ensure project success.Maintain contingency plans for cost, schedule, and environmental risks.Client and Stakeholder EngagementAct as the primary point of contact for clients during the pre-construction phase.Build strong relationships with stakeholders to establish trust and collaboration.Provide regular updates and address client queries promptly.Position Requirements :Bachelors degree in Civil Engineering, Construction Management, or related field.10+ years of experience in heavy civil construction, with at least 3 years in a preconstruction or estimating leadership role.Proven experience with major infrastructure project delivery models including DB, CMGC, Progressive Design Build, DBF, DBFOM, and P3.Strong knowledge of construction means and methods, market pricing, and risk management practices.Excellent leadership, organizational, and communication skills.Proficiency with estimating, scheduling, and design collaboration software (e.g., HCSS, Primavera P6, Bluebeam, AutoCAD, etc.).Ability to manage multiple pursuits simultaneously and work under tight deadlines.Preferred Qualifications : Professional Engineer (P.Eng) or eligibility is an asset.Experience with collaborative project delivery models (e.g., Progressive DB, IPD).Strong network of industry contacts, consultants, and subcontractorsAbout UsAs we look to the future, we need creative, ambitious, and innovative professionals like you who can help us to build the world of tomorrow, today.GIP team members are at the heart of our success in designing and delivering infrastructure projects safely, thoughtfully, and with the highest quality.
