**Campus Location:** **New Westminster** **Regular / Term:****Regular Full-Time** **Closing Date:** **Open Until Filled (First review of applications on June 19th, 2025)** #### **Position Summary** The Instructional Designer plays a key role in the development and ongoing enhancement of Emergency Support Services (ESS) courses for the divisions Core Client, the Ministry of Emergency Management and Climate Readiness (EMCR). As part of the Emergency Management Division, this position supports the design and maintenance of dynamic, high-quality learning experiences across multiple delivery formats, including in-person, online synchronous, and asynchronous platforms. Working closely with subject matter experts, instructors, and internal stakeholders, the Instructional Designer ensures that curriculum content remains relevant, accessible, culturally inclusive, and aligned with current best practices in adult education. From creating course blueprints and instructional materials to integrating principles of Universal Design for Learning and accessibility standards, the role requires a thoughtful and collaborative approach to instructional design. In addition to supporting instructors and contributing to strategic curriculum initiatives, the incumbent will engage in continuous professional development and actively contribute to the divisions broader educational mission at the Justice Institute of British Columbia (JIBC). The incumbent will be responsible for maintaining all existing ESS curriculum, engaging subject matter experts in the development new and revision of existing curriculum, and onboarding instructors to new content. Responsibilities include the identification of curriculum maintenance and development priorities, as well as updating and maintaining course materials and using feedback to inform course updates and revisions. In addition, the Instructional Designer will create project plans for the development of new courses and work on instructional designs/course plans/blueprints, course outlines, storyboards, timelines, and related project management tools to guide development, design and delivery. Moreover, they will develop, write and edit curriculum content, e-learning resources, activities, and evaluations. The Instructional Designer will work with Indigenous experts to ensure training materials are prepared with a cultural diversity lens and delivered in a culturally safe environment. They will also ensure that equity, diversity and inclusion principles are integrated into course and curriculum design. Additionally, they will apply Universal Design for Learning (UDL) principles to support diverse learner needs and promote inclusive learning environments. As part of their position, they will attend conferences/meetings and keep up to date with the latest literature. The Instructional Designer is also a contributing member of the Emergency Management Division and is expected to collaboratively engage on a variety of educational topics which support the division and JIBC mission. As a core member of the divison, they help ensure JIBC remains a leader in public safety education. #### #### **Qualifications & Requirements:** * Bachelors degree in, but not limited to, education, curriculum and instruction, distributed learning, or educational technology. * An equivalent combination of formal training, experience, skills, and abilities may be considered in place of degree completion. * Certification in the areas of, but not limited to, instructional skills, facilitation, adult education, instructional design, graphic design/visual communication would be an asset. * At least 1 year of demonstrated experience in curriculum design and development, including conducting needs assessments; developing design plans; guiding the development of learning outcomes, authoring course content (online, manuals, and resources), identifying suitable learning activities, developing instructor resources, and student assessment instruments. * A strong understanding of course design for adult learners, and a strong understanding of eLearning course design principles. * Expert skills in Microsoft PowerPoint and Microsoft Word. * Experience with Learning Management Systems such as Blackboard. * Experience with e-authoring tools such as Articulate Storyline and Rise. * Experience and awareness of practices to Indigenize and decolonize curriculum is an asset. * Knowledge of EMCR Emergency Support Services an asset. * Excellent writing skills and the ability to author course manuals and other training materials. * The ability to independently learn new software and course authoring tools as required. * The ability to develop knowledge and skills within emergency support services to effectively support the training program and engage with subject matter experts. * The ability to accurately estimate the amount of time to complete curriculum projects. * A pro-active approach to curriculum maintenance. * Ability to work effectively and maintain professional relationships with subject matter experts, instructors, and the client. * Strong organizational and planning skills, including the ability to effectively prioritize multiple projects. #### **About JIBC** Justice Institute of British Columbia (JIBC) is a public, post-secondary institution that provides education and training to those wholl be there to support British Columbians and others around the world, when a life is at stake or when health, safety or property is in jeopardy.
