Also, liaises with various internal and partner organizations to provide technical support, technical resources and technical information to determine the infrastructure solutions that best meet the community needs and City goals. **Responsibilities:** * Leading the Development & Technical Services Division mentoring the technical team and collaborating with internal and external stakeholders * Making recommendations to support continuous improvement efforts * Managing change to the Citys assets through regulatory and technical reviews of development applications and renewal and replacement projects undertaken by internal and external parties with the objectives to determine compliance with regulations or standards, bylaws and applicable federal and provincial legislation * Managing the review of proposals, tender and purchase requisitions and ensuring compliance and the alignment with strategic plans * Managing the coordination of growth and expansion or change of the Citys transportation and stormwater services in alignment with corporate strategic and master plans * Working collaboratively with leaders across the City in the review and implementation of strategic City projects and programs * Providing professional advice, guidance and policy development while building partnerships **Requirements:** * Demonstrated knowledge and skill of generally accepted practices and procedures normally associated with the completion of a four (4) year degree from a recognized University in Engineering or Applied Science, or related discipline. Plus ten (10) years of relevant experience in all aspects of municipal infrastructure design, review, approval and delivery within private and/or municipal setting with a minimum of at least five (5) years in leadership capacity; or have the equivalent combination of education and relevant experience * Must be registered as a member of the Association of Professional Engineers of Ontario * Project Management Professional (PMP) designation with Project Management Institute (PMI) is an asset * Knowledge of various development processes and agreements, engineering principles, standard and best practices, materials and methods of construction and knowledge of project management practices and asset management principles * Comprehensive knowledge of Municipal Act, Planning Act, City & Region Official Plans, Highway Traffic Act, Environmental Assessment Act, Occupational Health & Safety Act, and Construction Lien Act * Advanced skills and experience using Microsoft Office applications and related engineering software applications * Proven managerial abilities, effective leadership qualities, maturity, sound judgement, tact and discretion * Excellent communication skills, both oral and written. Strong interpersonal skills with the ability to establish and maintain good working relationships * Ability to provide own transportation for travel between work locations as required * Support and demonstrate the City of Oshawa core values of Authenticity, Courage, and Trust This position is eligible for hybrid work.
