The System Architect ensures the platform, and associated hardware and software applications, is designed to meet broad and specific needs of the diverse data-driven, health system-wide initiatives undertaken by CoRE (e.g., advanced analytics).The platform and software applications must also align with the CoRE data governance framework and strategy and follow sound Information Technology (IT) principles and practice in accordance with established Government of Alberta and industry wide practices. Over time, the System Architect identifies and leads enhancement initiatives to ensure CoREs IT platforms and systems continue to meet evolving needs. Collectively, the work of this position leads to a secure and advanced data analytic environment.RequirementsCollect and document users' requirements and technical platform and system needs.Develop and present architecture recommendations to support procurement and adaptation/tailoring of cloud platform and software applications to meet CoRE current and future needs.Research, evaluate and synthesize technical information to design, develop and test computer-based systems including mobile applications.Develop designs, processes, and network models to optimize architecture.Lead evaluation of the performance and reliability of designs.Lead initiatives with service providers to develop and actualize CoREs platform and technology solutions.Ensure architectural alignment across initiatives, projects, government enterprise, partners, vendors and jurisdictions to optimize IT investment and lower enterprise risk.Ensure an active inventory of assets for CoREs architecture is established, maintained and published to appropriate stakeholders.Provide architecture direction, analysis and guidance to project teams.Provide direction and guidance in use of architecture management approaches, solutions, best practices and methods.Promote the design and implementation of applications that improve the capabilities for asset integration and reuse.Assess, test, troubleshoot, document, upgrade and develop maintenance procedures for CoREs cloud platforms, associated software applications and databases etc.Ensure that project teams reuse, extend and contribute assets to the enterprise so that IT assets are utilized effectively.Collaborate with other CoRE positions to provide a comprehensive and integrated approach to data governance, cyber security, system architecture, and analytics etc.Support cybersecurity table-top exercises and other evaluations as the system architecture expert.Provide technical advice and expertise to the Executive Director and CIO to evaluate the adoption of emerging technologies.Identify gaps between current state architecture, transition states and future vision.Define approaches to effectively address gaps and challenges to support achievement of CoREs mandate and priorities.Propose refinements to CoREs system-wide architectures and lead their implementation.Conduct and participate in proof-of-concept activities to evaluate effectiveness of new technologies in the context of CoREs practical needs.Lead and support change management and transition initiatives to implement architecture and other IT changes.CoRE Priorities AdvancementProvide issue analysis, recommendations, and advice to guide executive decision-making and planning.Raise awareness of significant emerging issues and participate in their resolution.Maintain awareness of evolving leading practice and determine its relevance to CoRE.Research and create briefings, draft policy and strategic documents, reports and other materials in response to requests from senior and executive leaders, news reports and release of major research studies.Complete other duties as assigned.Education and Experience:Undergraduate degree in related field (e.g., computer science; information management). Masters degree is preferred.Minimum 5-7 years of progressive experience in related roles.Relevant industry certification is an asset.Experience in health care industries and working with large health data is an asset.Experience as a technical leader on development teams.Equivalent combinations of education and experience will be considered.Knowledge, Skills, and Abilities:Advanced technical knowledge of cloud computing topics and principles and platforms (e.g., Amazon AWS, MS Azure, Google Cloud and software solutions (e.g., Snowflake, MS Data Fabric, Data Brick).In-depth knowledge of cloud computing and designing systems in a cloud-based environment, container-based development (e.g., designs for hosting complex data and enabling advanced analytics).In depth knowledge of enterprise architecture, methods, tools and frameworks.Overall business knowledge of CoREs mandate, strategies, and frameworks connected to IT.Knowledge of advanced data analytic tools.Knowledge of relevant industry best practices and processes.Ability to shift priorities as demands or directions change.Ability to exercise judgment and creative problem-solving when evaluating complex situations with multi-faceted criteria.Strong problem-solving and analytical skills to negotiate solutions to multi-faceted and complex issues.Strong teamwork and collaboration skills.Knowledge of and ability to apply project management skills.Understands and can work within given constraints (including but not limited to technology, policy, regulatory, financial, legal, ethical, social, user constraints).How To ApplyApplicants should provide a resume and cover letter that clearly and concisely demonstrates how their qualifications meet the advertised requirements, including education, experience, and relevant examples of required competencies.Closing Date: July 11, 2025We thank all applicants for their interest.
