As stewards of the provinces financial affairs, we deliver a wide range of corporate fiscal management services including the preparation of the provincial budget as well as ensure government plans are coordinated and fiscally responsible.About Our OpportunityReporting to the Executive Director, Financial Advisory Services (EECD), the Director, Education Funding and Partnerships serves as a primary point of contact for all financial matters of the Regional Centres for Education (RCEs) and conseil scolaire acadien provincial (CSAP). The Director is responsible for the overall management, distribution and appropriate administration of funds in excess of $1.5 billion and provides leadership, advice and direction to these public entities on financial planning and financial management matters. This includes areas of financial operations, financial reporting and analysis, and working directly with senior officials at each of the RCEs and CSAP.The Director is also the key position for the overall Tangible Capital Assets (TCA) budget and forecast process and ensuring applicable capital transactions of the Department of Education and Early Childhood Development (EECD) comply with Generally Accepted Accounting Principles (GAAP), Public Sector Accounting Standards (PSAS), and related policies.Primary AccountabilitiesPromote the alignment of consistent financial reporting across the RCEs and CSAP through effective leadership and provision of strategic and technical advice.Provide expert leadership and management in the development of innovative strategies and initiatives to support effective business practices.Oversee the capital budget and forecast process, communicating and explaining forecasts and variances to senior management and Treasury Board Office.Direct the development and implementation of financial policies and procedures.Support senior management of the Department of Education and Early Childhood Development in making decisions that impact day-to-day and long-term operation of programs.Provide sound advice, expertise and financial analysis to the executive team to ensure the department is adequately positioned to meet its fiscal priorities in the broader context of the Governments overall objective of fiscal sustainability.Qualifications and ExperienceThe ideal candidate will have a bachelors degree in business administration or commerce, along with a professional accounting designation (CPA, CA; CPA, CGA; CPA, CMA), plus minimum of 5 years financial, management and supervisory experience.In addition to the above, the following skills and experience are required:Proven ability to exercise sound judgement and set priorities.Experience with SAP or comparable large Enterprise Resource Planning Application (ERP).Accuracy and ability to work within and meet deadlines while balancing competing priorities.Proven track record of operational management success including translating organizational visions into operations, engaging and motivating staff, and managing performance.Ability to work well in a team environment, be client focused and capable of responding to requests with tact and diplomacy.Ability to manage interdependent stakeholder relationships from a longer-term strategic perspective.Strong client service orientation and a demonstrated ability to work collaboratively in a complex operating environment.Strong technical competence in applying the Canadian public sector accounting standards, including knowledge and experience of accounting for tangible capital assets.LEADSThe Government of Nova Scotia has adopted the LEADS Leadership Framework.
