This role acts as the Leader for the Portfolio Delivery Group that has the mandate to provide strategic oversight of all project and program functions, works to secure funding, align project priorities, proactively manage risk, plan resource capacity for the organization and support the safety plan.The PGD function provides support to Functional Executives and Senior Leaders who are responsible for the delivery projects and programs. The function drives education and development for internal stakeholders and links quality management frameworks and all existing project related processes across all other workstreams in the enterprise into the delivery of projects and programs. In addition, the role provides standardized and effective project delivery practices across the company and will be responsible for establishing the overarching governance functions, processes, tools, to ensure cross-functional input and guidance is woven into the decision-making process of how project delivery capabilities evolve at NAV CANADA as well as provide appropriate oversight and management of the portfolio of projects and programs. A critical responsibility of the role is to provide direction for NAV CANADAs Project and Program management capabilities at the national level in order to drive cross-functional awareness, adoption and adherence to the project delivery processes. The role leads a team of Subject Matter experts for the effective delivery of initiatives and will be required to perform any other appropriate duties as assigned.Job DescriptionWhat NAV CANADA offers you:Challenging, team-oriented work environmentCompetitive compensation and benefitsDefined benefit pension planOpportunities for growth and developmentFlexible work arrangementsDiverse and inclusive workforceIn this role you will:Responsible for creating the planning framework to translate the companys strategic and tactical plans into a portfolio of well-defined and coordinated programs and projects.Responsible for defining the processes and reporting to ensure projects and programs adhere to the companys financial planning timelines and adhere to the delegation of financial authorities (DFA).Conducts risk management including effective risk prioritization and mitigation at the portfolio level.Responsible for staying abreast of evolving business needs and industry trends and ensuring that applicable project/program delivery best practices are introduced into NAV CANADA.Responsible for establishing policies and governance structures, including project methodologies, processes and tools, to guide the execution of all Programs and Projects.Responsible for developing and fostering project management capabilities within the organization.Supports project/program sponsors who are responsible for the scope, schedule and benefits of the initiatives by providing competent and trained program and project managers and forward managing the overall risks and schedules of the portfolio of initiatives.Responsible for reporting to business unit executive and senior leaders on the performance of the portfolio of projects and programs and keeps management informed of work progress and all related issues and concerns.Facilitates the Portfolio Review Committee comprised of executives and senior leaders involved in the delivery and support of the companys portfolio of projects and programs across NAV Canada.Delivers insightful presentations, provides leadership and vision to continually evolve delivery management processes, standards and ways of working.In cooperation with Finance and Delivery Sponsors from functional business units, accountable for the definition, management and evolution of planning, budgeting and forecasting processes to effectively manage a portfolio of nearly 250 initiatives.Responsible for defining and facilitating the annual budgeting process for the CAPEX program ensuring enterprise alignment on priorities,Work across business units to establish a prioritized pipeline of projects based on business value and works across the organization to establish alignment of a committed delivery schedule, scope and budget.Provide leadership and oversight of the Portfolio Delivery Group and is responsible for establishing and evolving the organizational structure, roles and responsibilities and performance criteria of the PDG team to best deliver on business priorities.Responsible for creating an engaging working environment and fosters a high-performance culture by providing timely and constructive feedback to ensure high-quality results.What you bring:Undergraduate degree in a technology related discipline or equivalent work experience. PMP preferred. There is exposure to tight deadlines, conflicting demands, and changing priorities.This position is based at the Ottawa Head Office and is a hybrid position with a minimum 1 day per week on site.
