This role requires a proactive, strategic thinker who can independently lead complex development projects from inception to completion. This includes overseeing various stages of the project such as acquisition, visioning, planning approvals, design, building permitting, overall project management, leasing and sales launch, construction, condominium registration, occupancy, stabilization, and final closeout.The Senior Development Manager will act as the main point of accountability across all stages of project execution, working closely with cross-functional teams. They will also lead and own project-scale proformas, budgets, schedules, risk management, communication management, and reporting accountabilities.ResponsibilitiesDevelopment Approvals & PermittingLead the development approval process, including Official Plan Amendments, Zoning By-Law Amendments, Site Plan Control, Plan of Condominium, Plan of Subdivision, Committee of Adjustment, Building Permit, other permits, and utility services applications necessary for development entitlements and project delivery.Identify and retain necessary consultants in collaboration with Construction to prepare site investigation reports, planning and building permit application information, and tender drawings, as well as construction administration services.Proactively review consultant documents for opportunities to mitigate risk during the preparation, submission, and revision of planning and building permit applications.Monitor changes to planning policies, housing incentive programs and regulations that may impact entitlements, densities, or development standards.Project Planning & ManagementDevelop, lead, and manage multiple project schedules, which include roles, responsibilities and all activities that must be performed by the project team, consultants, and contractors.Independently manage project contractual responsibilities and obligations.Manage the design scope changes through the development process and review compliance against the established scope.Collaborate closely with the project team and consultants to ensure that the project design is optimized to reduce overall construction costs while complying with Choices Sustainability Development Framework and Choices specific requirements.Effectively lead and collaborate with internal and external teams during visioning, planning, permitting, design development, working drawings, construction starts, and other project milestones.Identify all required development agreements with neighbours and other stakeholders; draft and negotiate appropriate terms and engage the Legal team to draft agreements for execution.Budgeting & Financial OversightPrepare, monitor, and update project budgets in collaboration with Analytics, including forecast cost to complete (FCC) and final forecast cost (FFC).Retain full responsibility for managing project costs within approved budgets through to project completion and closeout.Initiate and collaborate with Finance team to secure construction loan or financing with sufficient notice to ensure construction start.Coordinate and consolidate cross-functional team input to update and validate proforma assumptions, project budgets, and schedules, ensuring alignment with evolving design, cost, and entitlement requirements.Reporting, Risk Management & ComplianceLead the identification, assessment, and tracking of project risks by engaging internal teams and external consultants to ensure proactive mitigation strategies are integrated into the budget, schedule, and proforma.Review progress claim(s) submitted by consultants and recommend either an approval or rejection.Proactively review and track critical dates, conditions and obligations from any legal agreement related to the project, including leases related to the commercial components.Demonstrate attention to detail to ensure accurate executive project reporting and equip team with an analytical communication strategy to address project assumptions and status.Stakeholder Engagement & HandoverRegularly engage with senior leaders and external stakeholders, managing these relationships independently with minimal guidance from VP, Development.Manage project communication to Joint Venture partners and clients through direct and thoughtful interaction.Monitor and collaborate with Construction and Operations teams to close out and handover to Property Management.Monitor leasing progress and collaborate with Leasing team to ensure projects stabilize as underwritten.Strategic Leadership & Market EngagementProvide recommendations on long-term strategic direction, project visioning, and execution plans in collaboration with the VP.Communicate complex ideas clearly and persuasively, anticipating objections and influencing stakeholders toward aligned outcomes.Provide mentorship and guidance to junior colleagues.Leverage professional accreditation to help advance Choice Properties business brand in the industry and community.Stay current with political, regulatory, and market trends to keep the business informed of potential changes in the development industry.Qualifications & SkillsCompletion of post-secondary education in a related field.8+ years of progressive experience in real estate development construction, architecture and/or development analytics, with a strong track record of leading full-cycle development projects.Experience in city planning, by-law and permit requirements.Excellent communication skills, both oral and written and superb organizational skills with the ability to prioritize various initiatives and projects within a fast-paced, dynamic environment.Strong financial and proforma analysis skills;
