THE OPPORTUNITY The Assistant Deputy Chief is responsible to support the Deputy Chief in managing the day to the day operations of Fire and Emergency Medical Services (EMS). The incumbent assists the Deputy Chief in the planning, organizing, coordinating, and directing of EMS, Fire Suppression, Safety Operation, Training programs, and related services and activities. They will participate in making strategic decisions in budget management and development of the department strategic and operational plans, policies, procedures, regulations, and program objectives. This position reports to the Deputy Fire Chief. This is a permanent full-time position. The salary range is: $131,102.40 - $155,833.60. RESPONSIBILITIES Fire Operations Management * Provide technical and administrative assistance in respect to departmental and operational issues including the formulation and implementation of policies and procedures. * Participate in making critical strategic decisions including budget management and the development of the department''s strategic and operational plans and programs. * Support in planning, coordinating, and directing day-to-day fire operations. * Delegate operation authority as required and supervise where appropriate to ensure high quality service is achieved and maintained. * Ensure training is well-planned and contributes to the development and maintenance of competencies. * Ensure compliance with applicable legislation and regulations. * Develop Standard Operating Procedures (SOP) for Fire Services. * Remain current on bylaws, provincial legislation and court rulings impacting Fire Services. Employee Relations and Supervisor Management * Support and promote an atmosphere of continuous improvement, self-assessment, teamwork, and ensure the overall efficiency of fire services. * Assist in managing the daily operations, setting goals and expectations for the team, making decisions regarding staffing matters, stressing the importance of teamwork, and ensuring overall efficiency. * Provide an elevated level of coaching, training, and mentoring to section staff in the achievement of their goals and projects while ensuring alignment with the City of Spruce Grove''s Strategic and Corporate Plans, as well as the Values, We Live By. * Provide direction and assistance to employees on various HR related matters such as conflict resolution, policy interpretation, etc. * Participate in the Employee Performance Review Process and in Employee Relations issues including performance management, grievances, and arbitrations. * Participate and maintain confidentiality in matters related to Labour Relations Management activities and participate in the collective bargaining process. * Communicate changes in the City''s HR Policies and Procedures and ensure that proper compliance is applied. * Participate in the hiring process. * Responsible for reporting safety as well as near miss incidents. Customer Relations and Partnership Building * Act as chair and/or participating member of various boards, committees (including labour management, health and safety, and corporate culture), either within Fire Services, The City of Spruce Grove, and/or related partners. * Build and maintain relationships and communication links with other City business units, customers, partners, and the public, including fostering of relationships with the various union officials. * Build relationships with community agencies and organizations to increase our capacity to support the community in obtaining needed resources and provide exceptional programming standards. * Receive and investigate complaints on the delivery of departmental services and ensure appropriate actions or responses are provided. Other Duties * Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time. * Provide leadership for Health and Safety by making every reasonable effort to ensure the health and safety of staff within the section. Understand the safety incident reporting requirements. * Act as a steward of the City''s Corporate Culture through empowerment and support to staff. * All employees shall act in a safe manner at all times and will report any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory. * Employee are expected to stay current on WHMIS and other safety-related procedures. * Perform other job-related duties. QUALIFICATIONS REQUIRED QUALIFICATIONS: * Proof of a Post-Secondary Degree or Diploma in Fire Administration, Public Administration, Business Management and/or Health Services Administration or equivalent. * Minimum of ten (10) years of related experience, including a minimum of five (5) years of practical experience as a Firefighter. * Ability to understand and adhere to City policies, procedures and/or standards. * Strong leadership ability, demonstrated sound work ethic, and conducts oneself with consistency and fairness. * Enhanced knowledge of acts, regulations, and standards relative to the activities of Fire Services. * Knowledge of techniques, methods and training programs related to Fire Fighting, Fire Investigations, Public Safety and Medical Emergency Services. * Knowledge of fire fighting public education and awareness programs. * High emotional intelligence, including the ability to interact with a variety of internal and external clients in a sensitive, tactful, diplomatic, and professional manner. * Highly developed analytical, critical thinking, verbal, and written communication skills. * Ability to empower people, use innovative approaches in situations involving rapid change, shifting priorities, and/or simultaneous demands. * Client Service Orientation. * Excellent collaborative negotiation and problems solving skills. * Ability to effectively transfer ideas, concepts, and information into effective and efficient strategies. * Ability to develop, implement and evaluate plans and processes. * Ability to adhere to the Values, We Live By, with a strong sense of customer service. * Ability to analyze and interpret administrative procedures, regulations, legal documents, and legislation. * Enhanced knowledge of Microsoft Outlook, Word, Excel, Teams, and PowerPoint. ASSET QUALIFICATIONS: * Currently registered with the Alberta College of Paramedics. * Experience supervising in a unionized environment. * Experience working within an integrated service model. * Incident Command System (ICS) 400. * Fire Safety Codes Officer B2 Inspector; C2 Investigator; Group E (Tanks). * Knowledge of municipal budgeting methods and processes. * Blue Card Command Certified Instructor and/or Blue Card Command Certification. CONDITIONS OF EMPLOYMENT CONDITIONS OF EMPLOYMENT: * Hold a valid Class 4 drivers licence. A valid Class 3 drivers licence and Air Brake (Q) endorsement must be completed prior to employment. This will be provided in the form of a Driver''s Abstract demonstrating a satisfactory driving record with six demerits or fewer. * NFPA 1001 Firefighter Level I and II * NFPA 1002 * NFPA 1021 Fire Officer Level I and II * NFPA 1041 Fire Instructor Level II * Ability to pass physical and medical standards, including eyesight and audible, as outlined in the NFPA standard. * Ability to successfully obtain, and maintain, a vulnerable sector police information check. IMPACT AND MAGNITUDE OF JOB (SCOPE): * Assists in leading a team. * Assists in budget management. WORKING ENVIRONMENT: * Shift Schedule 40-hour work week. * Weekend work will be required on a rotating shift schedule. * An on-call rotating schedule will be in place (1 week/per month). * Working in an office environment as well as in field operations. * Hours of Work are typically Monday to Friday - 8:00am to 4:30pm. However, hours of work may change based on operations requirements. * This position will be active in providing platoon training, which will include the ability to actively participate in all fire fighting tasks (i.e., Self Contained Breathing Apparatus). PHYSICAL REQUIREMENTS: * Sitting, standing, walking, climbing, stairs, kneeling, manual dexterity, visual acuity/color vision. * Climbing ladders, balancing, crawling, crouching, depth perception/night, lifting, pushing, reaching (both arms), use of feet (for control), pulling, outside work. * Lifting to 20kg (44lbs).
