Job Description

On May 5, 2021, Toronto City Council approved the creation of the Toronto Seniors Housing Corporation ('TSHC') to provide seniors with safe, well-maintained homes and improved living conditions, services and experiences. TSHC will interact with and support senior tenants in new ways, with the goal of ensuring seniors can age in place with dignity and in comfort. On June 1, 2022, all 83 Toronto Community Housing Corporation ('TCHC') seniors' buildings transitioned to be managed by the new Toronto Seniors Housing Corporation. The new corporation will continue to be focused on meeting the needs of senior tenants through the Integrated Service Model.TCHC will continue to own the buildings and be responsible for major capital. TSHC will lease the buildings from TCHC and be responsible for minor capital and maintenance. TSHC will be entering into agreements for shared services where appropriate with TCHC and TSHC will be focused on tenant facing issues, including health and social supports. Responsibilities Ensures enterprise compliance with policies and procedures, authorities, directives, best practices, applicable legislation, and purchasing by-laws. Ensures TSHC meets all 'public procurement accountability tests'. Serves as a subject matter expert and provides advice to business units on the interpretation and application of procurement policies, procedures, and protocols. Works with senior management to integrate planning and procurement, purchasing practices and supply chain management to drive operational and cost efficiencies (both short-term and long-term) and ensure practices are aligned with business objectives. Plans and manages the procurement pipeline for all TSHC sourcing initiatives. Management of Sourcing Process: Participates in cross functional working teams to develop and execute sourcing strategies for assigned categories; provides advice on procurement strategies, options and approaches. Provides expertise in the preparation of RFx documents, SLAs and contracts for specific sourcing initiatives as assigned. Facilitates and supports the contract award process which will include the drafting of RFx materials, management and issuance of bid process documents, the vendor selection process and support of ongoing vendor management. Manage procurement projects on bid platform. Establishes and manages assigned roster and/or Vendor or Record of approved contractors/suppliers/consultants, managing the full acquisition, negotiation and implementation process for TSHC. Oversees the implementation of strategic sourcing agreements and identifying areas of savings and process improvements through contract consolidation, outsourcing, and other opportunities. Develops and uses contract templates or vendor paper, conclude vendor negotiations for approved vendor awards. Ensures the integrity, reliability, timeliness and accuracy of financial data, reports and analyses pertaining to RFx, approvals and procurement systems. Onboarding of new vendors. Processing of purchase requisitions and purchase orders. Receipt of invoices and packing slips Analyze procurement and spend data Research and analyze potential vendors Generate monthly and annual procurement reports Manages and consolidates vendor scorecard development and performance reviews with key stakeholders using manual and electronic tools. Works with business units to ensure vendor performance scorecards are implemented for all programs and are kept up to date. Ensures that vendors are providing reports on applicable programs. Supports tactical vendor performance management activities including disqualification processes for vendors within assigned categories. Work collaboratively with Accounts Payable Obtain and follow up on approval of invoices, inquiries and queries on invoice statement and payment, and provide monthly accrual list. Consulting with vendors on VendorCafe Manage the Post Purchase Approval Request (PPAR) process, and Finance Inbox. Manage P-Card Reconciliation Other duties as assigned Qualifications Education and Experience: College Degree/Diploma Business Administration, Finance, Supply Chain Management, or equivalent as related to Real Estate, Construction, Corporate, or Facilities Management. CSCL/CSCMP, CPPO, CPPB, PMP or CMA/CPA/B. Comm or Engineering designation would be an asset 3-5 years' experience in strategic sourcing/procurement, preferably in the facilities maintenance, construction industry (commercial or residential), or equivalent combination of education and experience with demonstrated success delivering end to end Procurement services Broader Public Sector or Property Management experience is a strong asset Knowledge and Skills: Knowledge of procurement policies, procedures, contracts and the full procurement life cycle to provide procurement advice to business units regarding best procurement methods, and to review procurement documents for completeness and compliance with policies. Knowledge of tender and request for proposal processes to develop proposals and contracts. Familiarity with ERP type procurement and financial modules as well as e-procurement including bid platform is an asset. Analytical skills to review procurement requirements to determine the appropriate procurement methods to use (e.g., standing offer, purchase order, contract/tendering process); to summarize and synthesize material for reporting purposes. Problem solving skills to advise customer if requests are not in compliance with policies, procedures, directives and guidelines, and makes recommendations on best course of action for the business unit; and to recognize risk and issues as they emerge and exercise judgment to seek advice to resolve issues. Research and analytical skills to keep informed of changes to policies, procedures and guidelines, and to ensure that all changes are incorporated into standard documents for tendering and legal agreements. Evaluating skills to facilitate the evaluation of proposals, apply evaluation criteria and confirm evaluation committee recommendations. Strong political acuity to recognize and take into account sensitive political situations. Organizational and project management skills to establish and coordinate the completion of competing priorities; organize concurrent procurement projects; and work collaboratively on cross branch projects. Verbal communication skills to advise business units on procurement and cost-efficient methods; provide customer service to business units, bidders and to provide clarification/interpretation of procurement policies and procedures. Written communication skills to prepare recommendations, proposals and written procurement materials Customer service skills to deliver client-focused services to business units.
