IMMEDIATE INTERIM OPPORTUNITYInterim Strategic Advisor, Design and ConstructionReports to: Chief EngineerDuration: 6 12 MonthsLocation: Toronto, ON Our client is leading one of the most exciting and largest infrastructure projects in Canada. They are moving the project from conceptual design to spades in the ground in 2030 and are looking to add an experienced leader to augment their current engineering team. This strategic advisor will have led the design and construction for a significant infrastructure project, have years of operational experience and can bring another level of thinking and insight to the organization. The interim will develop and advise senior management on strategies for optimizing technical and operational programs and will then execute these strategies into the project. A key focus area will be advancing the Project design, construction, and cost management. Developing and executing strategies/plans to ensure the design and construction schedule is realistic, properly funded, and associated risks identified, and mitigation strategies established; as well as identify areas of potential innovation or savings in the long-term. This will require providing direct review, oversight, and guidance to various engineering and finance stakeholders within the organization and their vendor partners.Key Accountabilities: Accountable for leading critical confidential projects and initiatives.Assess the current lifecycle cost estimate and provide key insights to the Chief Engineer.Lead innovation for the function across the project to optimize cost efficiencies.Support the transition of the engineering team to the collaborative contracting model.Assess the current structure of the engineering function, scope out future state needs for the project and how to scale up the function.Define and present business cases to realistically drive cost out of the project lifecycle. Provide strategic advice and guidance to the organizations leadership team on various planning activities including strategies for optimizing technical and operational activities and programs. Develop and executive strategies to incorporate industry innovations, emerging technologies and policy developments into the project. Demonstrate leadership by adopting and reinforcing cultural behaviors including commitment to the management system. Take ownership of applicable governing documents ensuring they address relevant regulatory, legislative, and business requirements; are effectively implemented and used as designed. Hold staff accountable for procedural compliance; and seek opportunities to continuously improve.Establish positive working relationships with external groups/stakeholders, regulatory bodies and agencies and cooperate in exchange of information and data as required to meet project objectives.Participate in Executive Committee meetings and support Board related activities as required.Establish and execute short- and long-term business plans and strategies to meet organizational and project objectives.Retain and oversee contractors to support projects and programs. Provide directions to departmental staff, establish clear roles and responsibilities and annual performance objectives as well as provide regular performance feedback, coaching and training.Support a strong safety culture by ensuring activities and programs meet or exceed the health, safety and environmental requirements as outlined in the organizations policies, procedures and standards. Perform other duties as assigned.Qualifications & Education: A four-year university education or equivalent level education, preferably in an engineering, construction, or business discipline.Over 12 years of experience in engineering, construction, and/or business which is broad enough to have covered all the core accountabilities detailed above. Expertise in large capex infrastructure construction projects in the energy, municipal, or transportation sectors with demonstrated oversight and expertise in project and contract planning, and management. Expertise in/comprehensive knowledge of strategic planning and project management skills related to design engineering and construction (e.g., Front-End loading or Front-End Engineering Design to Preliminary/Basis to Detailed Design phase progression, construction and commissioning phase)Expertise in design cost estimation and construction cost control/oversight. Demonstrated contract management experience. Proven experience on complex, multi-stakeholder projects.Experience working with Boards and Committees or other senior leadership.Expertise in large capex mining or infrastructure construction projects.
