Overview Senior Analyst Compliance and Dispute Resolution at Independent Electricity System Operator (IESO). Requisition ID: 20528. Location: Oakville. Status: Up to 4 regular vacancies. Business Unit: Market Assessment & Compliance. Role The IESOs Market Assessment and Compliance Division (MACD) works to ensure the fair and effective application of market rules, supporting reliable and affordable electricity for Ontarians. This role contributes to monitoring, enforcement, and dispute resolution to uphold market integrity and participant conduct. Responsibilities Monitoring and Data Analysis: monitor the Ontario electricity system for indicators that may lead to non-compliance investigations, enforcement activity, or public assessments; assess market efficiency and participant conduct and detect risks such as reliability concerns or design improvements to the markets. Reliability Standards Auditing: monitor and audit compliance with reliability standards established by NERC, NPCC and IESO; assist in audit planning and execution and support proactive compliance among market participants. Compliance and Enforcement: assess potential non-compliance with market rules and reliability standards; conduct formal investigations; generate case recommendations; promote compliance through enforcement actions, payment recovery, breach prevention, and rule education. What Youll Do Monitor and assess market performance and participant conduct through data analysis. Foster compliance with market rules and reliability standards and guide market participants regarding potential enforcement outcomes. Encourage market participants to develop and adhere to their internal compliance programs. Monitor IESOadministered markets and investigate potential breaches of rules and standards. Role Specific Responsibilities Review reports of non-compliance; propose courses of action and coordinate with IESO line personnel and Market Participants as required. Undertake investigations of alleged breaches in Market Rules and report on alleged breaches by the IESO as reported by external parties. Determine the type of sanctionable behaviour and apply the appropriate penalty or sanction. Implement management decisions related to penalties or sanctions resulting from investigations. Notify Participants of investigation results and inform others per procedures. Maintain relevant databases and records. Initiate or respond to disputes, including filing and serving notices of dispute and summarizing them as needed; support the dispute resolution process. Safeguard the confidentiality of data related to Market Participants. Develop and deliver internal and external training packages as required. Respond to Client Support inquiries with written procedures, technical advice, guidance, and/or training. Provide guidance to IESO staff on interpreting information produced by compliance monitoring and dispute resolution processes. Collaborate with team members to meet MACD goals within the broader corporate direction. Perform other duties as required. Education Requires academic training in business, commerce, economics, accounting/audit, law or engineering to understand and apply the technical/economic parameters governing the energy industry and market. What you need to succeed Typically equivalent to 4 years of university education in an appropriate field; strong written and oral communication skills to prepare reports, documentation and communicate with stakeholders. Advanced data and analytical skills; ability to determine required data, locate data, process data, and interpret data to tell a story. Independent critical thinking to identify issues and determine data/evidence/approach needed to prove or disprove concepts. Analytical, reasoning and negotiating skills; ability to resolve conflicts and exercise sound judgement under ambiguity. Significant knowledge of the design of the IESO-administered markets. Experience working independently and/or leading major projects. 810 years of relevant experience is typically considered necessary.
