Plan and manage the development and timely submission of compliant, high-quality proposals in both official languages. Collaborate with internal teams to coordinate proposal writing, editing, and formatting. Track and communicate changes to solicitation documents and ensure alignment across the proposal team. Create and manage proposal schedules, assign tasks, and monitor progress to meet deadlines. Write and revise proposal content in English and French to meet solicitation requirements. Review and improve proposal materials, including resumes and qualification grids, to ensure clarity and compliance. Maintain version control and conduct final quality checks before submission. Assemble and submit proposals electronically or physically, as required. Conduct post-submission activities such as updating tracking systems and archiving reusable content. Respond to inquiries and seek clarification from contracting authorities when needed. Support proposal strategy by contributing to bid/no-bid decisions and advising on qualifications. Maintain and update corporate proposal content and templates. Monitor bilingual tender platforms (e.g., CanadaBuys, SEAO, MERX, Ariba) for relevant opportunities. Work on Bid Assessment and provides input into the Bid/No-bid decisions, offering advice from a corporate qualifications perspective as needed. Analyzes Government of Canada (GC) client/industry demand and reports issues and potential solutions regarding the IT/IM Skills Gap relative to the industry. Act as a dependable team player by providing reliable backup support for all proposal coordination activities whenever required. About You The primary purpose of this Bilingual Proposal Manager position is to prepare responses to formal solicitations for multiple Akkodis office locations across Canada. This includes planning, coordinating, developing, tracking progress, guiding proposal team members, reviewing proposal content for consistency and quality and physically preparing all proposal documents to result in the submission of winning proposals. JOB SUMMARY: Post-secondary education (college or university) combined with 12 years of experience in office administration, writing/editing, or a similar role; 25 years of experience responding to Canadian Federal and/or Provincial Government solicitations, including working with teams on formal tenders, coordinating schedules, and managing deadlines; Bilingual proficiency in English and French is required. Experience in technical writing, freelance writing, or editing for Request for Proposals (RFPs), or account management with an RFP component is considered an asset; Familiarity with SEAO, CanadaBuys, Ariba, MERX, and other tender platforms used for releasing business opportunities is considered an asset; Knowledge of Federal/Provincial Government procurement processes is an asset; Understanding of business processes and practices, with the ability to follow established procedures and contribute to continuous improvement in proposal development. SKILLS & OTHER POSITION REQUIREMENTS: Excellent verbal and written communication skills in both English and French; Strong team player attitude with the ability to give and take direction effectively; Proficiency in Office 365, including MS Word, MS Excel, and MS Outlook; Familiarity with AI tools and technologies; Exceptional organizational skills with the ability to manage multiple tasks simultaneously; Demonstrated ability to negotiate deadlines as needed; Capacity to work well under pressure and maintain professionalism; Willingness to give and receive feedback in a collaborative and bilingual environment; Ability to prioritize multiple time-sensitive tasks/projects effectively; and Strong interpersonal skills with the capability to build and maintain strong working relationships both externally (with candidates and clients) and internally (with managers and colleagues) in both official languages.
