Position: Project Manager Department: Public Works and Environmental Services Reports to: Manager of Engineering Services Purpose and Scope: The Project Manager is responsible for planning, designing, tendering and contract administration of multi-disciplinary infrastructure Capital projects. Projects will include but are not limited to, road reconstruction and development watermain, sidewalks, bridges, and culverts. This position supervises, reviews, and directs the work of engineering consultants and engages consultants/contractors by preparing bid packages and administers the associated contracts to completion. The position assists in managing the long-term planning, budgeting, engineering, contract management and project management related to transportation infrastructure, the design and construction of roadways and improvement projects including the coordination of environmental assessments and studies. The Project Manager is responsible for providing leadership to their work unit, including coaching and developing team members. Matters of a confidential nature shall be treated with due regard for the best interests of the municipality and its personnel. Duties and Responsibilities: Responsible for project management of municipal oriented engineering capital projects. Review designs of municipal infrastructure related to development projects and prepare and implement City of Quinte West development agreements. Assists the Manager of Engineering Services in the development and implementation of land development engineering policies and procedures. Provide technical expertise project and organizational meetings with planners, administrators, contractors, and other external service providers as well as court proceedings and other tribunals. Responsible for investigating and recommending innovative procedures and policies for improving the sections technical performance. Responsible for the review and approval of development applications, including the preparation and implementation of the development agreements. Prepare requests for proposals to retain technical consultants for special studies. Procure and manage consultants and/or internally undertake Environmental Assessments and special studies. Ensures that the project expenditures are controlled and maintained within the approved budget limitations. Conducts field investigations to identify and assess present and future conditions relating to development proposals. Conducts technical problem investigations, including site inspections/assessments of changed conditions on construction projects. Recommends the value of security and cost-sharing payments to be retained to ensure completion of the developer's obligation. Liaise with other City departments for applications for municipal infrastructure extensions. Responsible for ensuring compliance with legislation, regulations, procedures and policies in accordance with job responsibilities. Demonstrate a commitment to learning and overall professional development. Ensure adherence to the Occupational Health and Safety Act and City policies where applicable. Education/Specialized Training/Skills: A minimum of a three (3) year College Diploma in civil engineering, engineering technology, or a related field. A Certified Engineering Technologist (C.E.T) designation in good standing with the Ontario Association of Certified Engineering Technologists and Technicians (OACETT) or equivalent. A valid Class G Drivers Licence and a safe driving record in good standing, satisfactory to the employer. Demonstrated experience in Municipal Class Environmental Assessment (EA) projects and Master Plans. Extensive municipal project management and contract administration experience in planning, coordinating, designing and constructing complex, multidisciplinary projects. Strong computer skills including Google Workspace, Microsoft Word, Excel, PowerPoint, email and internet. Strong written and verbal communication skills. Work Experience: A minimum of three (3) years of related experience in municipal engineering and construction, including one (1) year managing and leading projects from beginning to end.
