Position Summary Reporting to the Director Human Resources, the Manager Total Rewards and HR Programs is responsible for providing professional first line support, guidance and advice to Senior Officers, Managers, Uniform and Civilian Supervisors and members on a range of processes, practices and services within the Human Resources function, including labour and employee relations, workplace conflicts, performance management, including the management of human resources records and related information., ensuring compliance with relevant legislation, collective agreements and policies. Research, recommend and implement new policies, practices and technology to enhance both member and supervisor experience and efficiency. Implement human resources programs service wide and oversee the salary administration and human resources systems function. Directly manage assigned staff in the Total Rewards and HR Systems area Major Responsibilities Liaise with Regional Municipality of Niagara and external consultants as the Service representative regarding EIS systems implementation, issues, projects, and upgrades. Represent the Service at the Regional level for the implementation of new programs and systems ensuring they meet the Services current and future needs. Lead the procurement process for the acquisition of external services and service providers including benefit carriers, consultants and other professional services. Oversee all EIS programs, technology and infrastructure ensuring the Services needs are met in compliance with Service policies, collective agreements, and related legislation. Participate as a leader in the implementation of system upgrades/modules including researching and recommending technology solutions. Oversee the benefits and pension administration area and salary administration functions of the Service ensuring compliance with CA, legislation and Service policy. Prepare board reports, make presentations and recommendations within the area as required. Write new policies and review existing policies and programs for approval of the Director and Executive Leadership Team. Manage the daily activities, key deliverables, and effective development of staff in the areas of benefit administration, job evaluation and employee services. Lead the development of performance metrics, analytical tools, and relevant data to inform key corporate decisions impacting the entire organization. Liaise with Corporate Communications and other internal or external providers to ensure appropriate and timely corporate communications regarding human resources matters. Oversee two Job Classification Programs providing guidance to assigned staff and representation at the Steering Team level. Ensure maintenance and compliance with the Pay Equity Act with respect to the job evaluation program. Assist in the development and implementation of an HR ECM framework to digitize the maintenance of all human resources records including personnel and medical files. As a member of the Human Resources Management Team, lead change management both within the unit and the Service. Prepare and deliver training as needed to Service members on the use and application of EIS technology. Other related duties as assigned. Job Specifications A university degree in Human Resources, Labour Relations or a related discipline Must hold a minimum of a CHRP or CHRL designation and be a member in good standing with the Human Resources Professional Association. A minimum of 7 years experience in a similar role within a unionized environment which includes at least 3 years managing staff performing similar functions (or an equivalent combination of relevant education and experience) In-depth knowledge of relevant legislation including the Employment Standards Act, Human Rights Code, AODA, Pay Equity Act etc. Proficiency in MS Office Suite including Word, Excel, Power point and Outlook Direct experience and proficiency in the use of Peoplesoft, People Tools, KRONOS and/or other similarly complex HRIS/ time and attendance system. Strong interpersonal, listening, written and verbal communication skills. Highly effective analytical, problem solving, research, and decision-making skills. Valid class 'G' driver's license.
