Job Description

Overview Reporting to the Public Works Manager, the Utilities Foreman plans and directs the operation and maintenance of the Water, Wastewater and Stormwater systems and facilities and associated construction activities. Compensation 2025 wage range: $39.87 / hour to $43.56 / hour $3/hour shift premium for evenings and weekends 100% employer paid health and dental benefit premiums (excluding LTD) after successful completion of a 6-month probationary period $1000 annual health spending account Opportunity for a 5.75% increase effective January 1, 2026 Opportunity for a 5.75% increase effective January 1, 2027 Term This is a temporary position, with an expected Term of (2)-years. Job Duties and Accountabilities Coordinate, advise and direct subordinates as it pertains to the operation, maintenance and construction of the water, wastewater and stormwater systems and facilities, including inspections, testing and technical analysis in each area. Manage small projects, coordinate engineering consultants in provision of required services. Inspect the work of major contractors and/or their agents. Assist in the preparation of annual and long-range operational and capital budgets for the Department in accordance with approved guidelines and assist in the development of cost projections for necessary capital projects. Assist the Public Works Manager in monitoring and controlling departmental spending to ensure that effective and efficient expenditure of allocated funds is maintained within the approved budget. Recommend to the Public Works Manager equipment replacement and maintenance programs. Assist the Public Works Manager in preparing agendas for meetings of the Operations Committee. Prepare reports and recommendations for the Public Works Manager and Operations Committee. Assist in the recruitment, hiring and promotion of employees. Provide ongoing supervision and direction to subordinates, including recommendation to the Manager for potential disciplinary action if necessary. Recommend staff training programs to the Public Works Manager. Provide input to the Public Works Manager on capital and maintenance projects. Assist in the preparation of policies and procedures for the Department. Respond to public enquiries and complaints in an appropriate manner according to approved policies. Provide advice on planning matters as required by the Public Works Manager. Provide after-hours On-Call services to the Town in rotation with other staff. Must reside within a ten-minute driving response time of any location within the boundaries of the Town of Coaldale. Prepare requests for quotations and proposals and recommend contract awards. Perform other related duties within the scope and authority of the position, as required. Requirements Graduation from a post-secondary program in Technical Engineering or related field, or an equivalent combination of training and experience Certificates: Water Treatment Level I, Water Distribution Level II, Sanitary Sewer Collection Level II, Sanitary Sewer Treatment Level II Progressive supervisory experience will be considered an asset Ability to work independently as well as within a team Working Conditions Work performed in both indoor and outdoor environments, with exposure to varying weather conditions (heat, cold, rain, snow, and wind) Exposure to noise, dust, chemicals, and potentially hazardous materials associated with water and wastewater treatment Physical effort required, including lifting up to 50 lbs., bending, climbing, and working in confined spaces Use and operation of a variety of vehicles and equipment, including trucks, loaders, backhoes, hydro-vacs, and related utility equipment Normal working day consists of 8 hours; however, overtime and after-hours on-call work is required on a rotational basis to respond to utility emergencies Health & Safety All employees of the Town of Coaldale are governed by and must be compliant with the Town of Coaldale Safety Program.
