If you answered yes, then this may be the job for you! Our Chalk River location is looking for a Supervisor, Procurement Services. Responsibilities Leading a team of Supply Chain staff and contractors in pre- and post-contract management activities, covering a wide range of scope, complexity, and risk. Ensuring the team has the appropriate resource capability and capacity, and allocating resources to procurements based on risk, value, and complexity. Promoting and ensuring a customer service-oriented approach to meeting delivery requirements within recognized constraints, timelines, and budgets. Collaborating with internal customers, Contract Leads, and stakeholders to identify procurement demand, developing Canadian Nuclear Laboratories (CNL)s Procurement Plan, and devising long-term strategies for the contracting portfolio. Performing analysis and diagnostics to determine industry and consumer trends, including spend profiling and demand forecasting to support market profiling and strategic planning. Managing and supporting the full procurement lifecycle (pre- and post-contract), along with overseeing activities conducted by the team, in alignment with Supply Chain Policy and relevant CNL procedures, including: Developing effective procurement plans and strategies. Identifying and engaging appropriate team members and stakeholders. Conducting market engagement, bidder listing, and supplier qualification. Designing, drafting, and managing solicitations. Evaluating and selecting contractors/suppliers. Responding to clarifications, complaints, challenges, and disputes. Negotiating agreements and commercial terms. Onboarding contractors and managing relationships, performance, financials, changes, and risks. Closing out contracts, managing liabilities, and capturing lessons learned. Maintaining contemporaneous records throughout the lifecycle. Providing authoritative advice and recommendations on individual contract strategies and processes to deliver procurement outcomes, ensure best value, mitigate risk, and incorporate lessons learned. Liaising with functional groups, including Quality Assurance, Safety, and Finance, throughout the procurement lifecycle. Reviewing and authorizing procurement documentation and commitments in line with delegated authority. Consulting with CNL Legal on contract risks, insurance, conflicts of interest, contract models, and potential disputes. Establishing structured and trusted relationships with contractors/vendors to deliver on expected benefits and implementing performance measures and reporting. Developing exit or improvement strategies for underperforming or unsuccessful contracts. Identifying and implementing opportunities for continuous improvement within the Supply Chain function and contributing to functional initiatives. Providing training, coaching, mentoring, and feedback to team members on Supply Chain practices and performance. Ensuring effective communication and reporting to internal customers and the Supply Chain function on progress, performance, and other agreed metrics. Responding to situations to mitigate short- to mid-term risks in accordance with procedures. Managing moderate risks within the team and ensuring quality through limited checks and balances. Identifying and recommending improvements to moderately complex processes and implementing changes within and across areas. Encouraging and supporting innovation, extending into related functional areas. Providing input on organization-wide changes and initiatives. Procuring goods and services in times of need. Other duties as assigned by your manager. What we are looking for Education Post-secondary education in Business, Law, Engineering, Science, IT, or a Technical discipline. Experience Minimum 10 years experience, preferably in progressive contracting experience, in procurements of Goods (including under quality programs), Services, and/or Construction and Project management background, subject to complex technical, engineering and/or regulatory environments. Knowledge, Skills & Abilities Demonstrates an appreciation for strong work ethics and a high level of professionalism. Self-starting, motivated and creative, with the ability to work with a high degree of autonomy. Demonstration of strong emotional intelligence and communication skills to work with a wider range of potential stakeholders. Evidence of effective analytical abilities to interpret data and use it to develop strategies and tactics. Certification or enrolment within professional development programs and/or associations such as the Supply Chain Management Association (SCMA), or the Institute for Supply Management (ISM). Functional knowledge of Canadian (Federal and Provincial) Contract Law commensurate with the position accountabilities. Sound knowledge and appreciation of ethical contracting, business conduct, and practice. Functional knowledge and proficiency with systems-based tools such as Microsoft Office suite. Exemplary organization and planning skills, with a particular emphasis on detail and team orientation. Demonstrated ability to produce high-quality written documentation. Demonstrated ability to procure corporate services. Demonstrated ability to lead, mentor, motivate and align staff, internal customers and suppliers. Demonstrated proficiency with Enterprise Resource Planning tools such as Oracle Purchasing and IProcurement modules is considered an asset. Security Clearance Eligibility Required Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom.
