What we are looking for What we are looking for: Education A degree from an accredited university in engineering, and holds Professional Engineering License (P.Eng.) status in the province of Ontario. Experience Minimum of 10 years of experience managing complex technical projects in the Canadian nuclear industry, including management of engineering resources. Understanding of the Nuclear Safety and Control Act, applicable Canadian Nuclear Safety Commission (CNSC) regulations and site license requirements. Broad knowledge of nuclear technology and the Canadian nuclear industry. Experience and ability to identify and quantify risks and develop and execute mitigation plans. Demonstrated experience and success in leading multi-disciplined teams in Engineering and design. Extensive experience in Engineering relating to construction or decommissioning projects. Knowledge, Skills & Abilities Knowledgeable of engineering processes and procedures such as Engineering Change Control, Design Authority and Design Engineering (DADE), Design Planning, Contracts, Contractor Management and Oversight of Engineering Agencies. Knowledgeable in Safety & Licensing, Procurement, Quality Assurance, Planning and Control, Construction/Installation, and applicable business systems. Security Clearance Eligibility Required Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom . CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's Standard on Security Screening and the Policy on Government Security. Responsibilities Designing Authority Functions pertaining to Chalk River Laboratories (CRL) Decommissioning & Environmental Remediation (D&ER) and engineering functions: Holding Delegated Design Authority from the Chief Engineer. Providing technical guidance, reviewing, and approving/accepting key engineering documentation. Executing or directing engineering activities in accordance with the Professional Engineers Act, associated regulations, prescribed standards, processes, and verification planning documents. Ensuring that only qualified, competent, and trained staff are assigned to perform engineering work under the Design Authority Delegation. Providing technical oversight for engineering decisions within the scope of the Design Authority Delegation. Executing activities in alignment with the defined scope of the Design Authority Delegation. Engineering Resources Management: Leading a team of technical personnel responsible for delivering multi-disciplinary engineering and engineering designs. Providing leadership to Section Leads in Civil, Mechanical, and Electrical Engineering, who in turn support junior, intermediate, and senior staffeither licensed P.Eng. professionals or engineering graduates progressing toward licensure with Professional Engineers Ontario (PEO). Ensuring utilization targets for all staff are met to maximize resource efficiency and effectiveness. Developing and maintaining core engineering and design knowledge and skills based on D&ERs future needs, aligned with Canadian Nuclear Laboratories (CNL) goals. Ensuring adequate training for staff across various engineering disciplines, managing hiring, productivity, and performance. Engineering Services Delivery: Collaborating with D&ER managers and section leads to deliver Engineering Services for CRL, DP, G-1, NPD, and Site Infrastructureon time and on budgetwhile balancing technical excellence and execution. Overseeing engineering services for the four Decommissioning and Environmental Remediation sites: CRL, DP, G-1, and NPD, along with Site Infrastructure. Coordinating with other managers and section leads within the D&ER Engineering department to manage and secure resources for project requirements. Collaborating with D&ER managers and section leads to recommend and decide when engineering deliverables should be developed internally or through external contractors.
