This career opportunity will be used to staff a range of current and anticipated positions within the Deputy Director Operations (DDO) Directorate: five (5) units are hiring; the Integrated Threat Assessment Centre (ITAC); and the Assistant Director Collection (ADC) Directorate. Current And Anticipated Vacancies Are Within The DDO Directorate, in Ottawa The unit 1 team is responsible for the dataset authority (s.11.01 to 11.25 of the CSIS Act), including the evaluation, retention, compliance as well as the regular reporting to review and oversight bodies. The unit 2 team is the custodians of CSISs primary operational data repository and uses a variety of technical tools for specialized data exploitation and data discovery. The unit 3 team is responsible for all financial operations, as well as the analysis and exploitation of financial data. The unit 4 team is responsible for geolocation operations as well as the analysis and exploitation of geo data. The unit 5 team is responsible for facial recognition and defensive deepfake analysis. Quebec Region, in Montral RDEA Prairie Region, in Calgary, Edmonton, Regina and Winnipeg RDEA British Columbia Region, in Burnaby (anticipatory) RDEA Job Summary We are building a team of Data exploitation analysts (DEA) (L08) with a general and specialized knowledge. DEA plays a critical role in interpreting, analyzing, and exploiting data using advanced analytical tools and techniques to produce reports and intelligence in support of the Service investigations and operations, as well as develop business intelligence solutions and support intelligence assessments. In addition, DEA also provide reports to senior stakeholders such as the Minister, the Intelligence Commissioner and the Federal Court, while ensuring compliance with policies and legislation. Major Responsibilities Interpreting, analyzing, exploiting data to produce reports and other analytical products, and support business intelligence needs, and communicating results to clients in a clear and concise manner. Selecting, aggregating, manipulating, cleaning, and transforming structured and unstructured data as required, and scrutinizing and validating analytical results. Liaising with clients to determine their requirements, understand their intelligence questions, provide briefings and advise on appropriate analytical approaches. Developing and maintaining knowledge of analytical tradecraft, methodologies, and techniques, as well as advanced tools, systems, and data sources. Ensuring compliance with legislation, policies, and ministerial requirements, and contributing to data analytics, policy, development, and training. Identifying innovative solutions to enhance existing analytical processes, products, and technical capabilities, and recommending new data sources, tools, and analytical capabilities to meet operational requirements. Contribute to collection and retention of data, the policy development and training procedures, and provide recommendations to improve practices and create efficiencies. Education Undergraduate degree and four (4) years of relevant experience.* College diploma and five (5) years of relevant experience.* The degree must be obtained from an accredited learning institution recognized in Canada. Experience Experience is defined as: Experience organizing and exploiting data to create analytical products. Experience with large datasets, including structured and unstructured data. Experience conducting data analysis within specialized data analytic software or with Microsoft Excel using complex formulas, PivotTables, other builtin analysis tools, macros, or Visual Basic for Applications (VBA). Candidates must also have experience in one of the following areas: Two (2) years of experience in providing written and verbal advice (formal or informal) to assist colleagues, clients, and managers in making the best decisions to meet their particular requirements. Two (2) years of experience in analyzing and conveying complex information in plain language to an audience with minimal expertise in the subject matter. Two (2) years experience in managing projects and tasks organizing, planning, and prioritizing including in drafting documents or correspondence. For the unit 1 positions: Experience in drafting and compiling complex documents such as warrant applications, policies and procedures, compliance or evaluation reports, or assessments. For the unit 3 positions: Experience interpreting details of financial transactions to understand the action and behaviour that generated a transaction, analyzing financial activity for trends or patterns, or performing computations on financial data in order to derive conclusions. Experience in understanding the Proceeds of Crime (Money Laundering) and Terrorist Financing Act, the Bank Act, the Personal Information Protection and Electronic Document Act, the Security Canada Information Disclosure Act, or the Income Tax Act. Achievement of, or progress toward, a recognized financial designation such as Charted Professional Accountant (CPA), Chartered Financial Analyst (CFA), Certified AntiMoney Laundering Specialist (CAMS) or, Certified Fraud Examiner (CFE). For the unit 4 positions: Experience in interpreting details of geospatial data to understand patterns and behaviours in order to derive conclusions. For the unit 5 positions: Experience in Facial Recognition analysis, methodologies and technologies.
