(Regional) Data Exploitation Analyst, general and specialized in financial data, geospatial data or facial recognition data This career opportunity will be used to staff a range of current and anticipated positions within the Deputy Director Operations (DDO) Directorate. The role is at Level 08. Current And Anticipated Vacancies The DDO Directorate, in Ottawa The unit 1 team is responsible for the dataset authority (s.11.01 to 11.25 of the CSIS Act), including evaluation, retention, compliance and regular reporting to oversight bodies. The unit 2 team is the custodians of CSISs primary operational data repository and uses a variety of technical tools for specialized data exploitation and discovery. The unit 3 team is responsible for all financial operations, as well as analysis and exploitation of financial data. The unit 4 team is responsible for geolocation operations as well as analysis and exploitation of geo data. The unit 5 team is responsible for facial recognition and defensive deepfake analysis. ITAC, in Ottawa DEA The Business Intelligence and Production unit supports ITAC employees with data analytics needs in order to produce data-driven assessments. Quebec Region, in Montral RDEA Prairie Region, in Calgary, Edmonton, Regina and Winnipeg RDEA British Columbia Region, in Burnaby (anticipatory) RDEA Job Summary We are building a team of Data Exploitation Analysts (DEA) (L08) with general and specialized knowledge. DEA plays a critical role in interpreting, analyzing, and exploiting data using advanced analytical tools and techniques to produce reports and intelligence in support of Service investigations and operations, as well as developing business intelligence solutions and supporting intelligence assessments. DEA also provides reports to senior stakeholders such as the Minister, the Intelligence Commissioner and the Federal Court, ensuring compliance with policies and legislation. Major Responsibilities Interpret, analyze, and exploit data to produce reports and other analytical products, supporting business intelligence needs and communicating results to clients in a clear and concise manner. Select, aggregate, manipulate, clean, and transform structured and unstructured data as required, and scrutinize and validate analytical results. Liaise with clients to determine requirements, understand intelligence questions, provide briefings and advise on appropriate analytical approaches. Develop and maintain knowledge of analytical tradecraft, methodologies, and techniques, as well as advanced tools, systems, and data sources. Ensure compliance with legislation, policies, and ministerial requirements, and contribute to data analytics, policy, development, and training. Identify innovative solutions to enhance existing analytical processes, products, and technical capabilities, and recommend new data sources, tools, and analytical capabilities to meet operational requirements. Contribute to collection and retention of data, policy development, training procedures, and provide recommendations to improve practices and create efficiencies. College diploma and five (5) years of relevant experience. Experience Experience organizing and exploiting data to create analytical products. Experience with large datasets, including structured and unstructured data. Experience conducting data analysis within specialized data analytic software or with Microsoft Excel using complex formulas, PivotTables, other built-in analysis tools, macros, or Visual Basic for Applications (VBA). Experience in one of the following areas: Two (2) years of experience in providing written and verbal advice (formal or informal) to assist colleagues, clients, and managers in making the best decisions to meet their particular requirements. Two (2) years of experience in analyzing and conveying complex information in plain language to an audience with minimal expertise in the subject matter. Two (2) years experience in managing projects and tasks organizing, planning, and prioritizing including in drafting documents or correspondence. Experience in assessing, analyzing, exploiting, interpreting data and representing data visually with analytical methodologies, techniques, tools and systems. Experience in understanding and ensuring compliance with laws, regulations, and policies governing national security activities including lawful access programs, data programs, and privacy requirements. For the unit 1 positions: Experience in drafting and compiling complex documents such as warrant applications, policies and procedures, compliance or evaluation reports, or assessments. For the unit 3 positions: Experience interpreting details of financial transactions to understand the action and behavior that generated a transaction, analyzing financial activity for trends or patterns, or performing computations on financial data in order to derive conclusions. Experience in understanding the Proceeds of Crime (Money Laundering) and Terrorist Financing Act, the Bank Act, the Personal Information Protection and Electronic Document Act, the Security Canada Information Disclosure Act, or the Income Tax Act. Achievement of, or progress towards, a recognized financial designation such as Charted Professional Accountant (CPA), Chartered Financial Analyst (CFA), Certified Anti-Money Laundering Specialist (CAMS) or, Certified Fraud Examiner (CFE). For the unit 4 positions: Experience in interpreting details of geospatial data to understand patterns and behaviors in order to derive conclusions. For the unit 5 positions: Experience in Facial Recognition analysis, methodologies and technologies. Official Language (OL) Proficiency The immediate need is to staff positions with a linguistic profile of English Essential (EE) and Bilingual (BBB/BBB) and (CBB/CBB).
