Responsibilities Project Planning and Management provide knowledgeable technical advice to assist First Nations governments in moving capital and infrastructure projects forward. Review technical specifications, drawings, tender documents and/or tender submissions. Monitor project progress in the field or through meetings and review project completion reporting. Asset Condition Reporting System (ACRS) arrange for and participate in inspections of First Nation infrastructure to establish asset condition and determine repairs or renovations required. Monitor or assist with projects designed to repair or upgrade asset conditions. Operations and Maintenance (O&M) assist in establishing annual O&M budgets for First Nations based on existing assets and infrastructure. Technical Review Committee (TRC) review First Nation capital project submissions for technical merit and funding program eligibility. Participate in TRC meetings and provide technical advice during reviews. Intent of the process The immediate intent is to staff indeterminately one position in Whitehorse, Yukon Territory. A pool of partially qualified candidates may be established for temporary or permanent positions with similar qualifications. Conditions of employment may vary by position. The selected candidate must relocate to Whitehorse if not currently residing there. Remote work is not possible. Positions to be filled Positions to be filled: 1 Information you must provide Essential qualifications The following criteria will be assessed using your resume and the online screening questions. Education Graduation with a degree (baccalaureate or higher) from a recognized post-secondary institution OR an acceptable combination of education, training and experience. If educated outside Canada, you must provide proof that your certificates/diplomas are comparable to Canadian standards. This proof is essential for eligibility. Occupational certification Eligible for certification or membership with a provincial/territorial association as a Certified Engineering Technologist in Canada OR certification as a skilled construction sector tradesperson from a provincial/territorial regulatory body. Experience Significant and recent experience supporting planning, design, construction and management of community building and municipal infrastructure projects (e.g., residential structures, water systems, schools/community buildings, roads, bridges, and/or commercial property development). Significant experience analyzing and assessing technical data related to operation and maintenance of community infrastructure assets and facilities. Significant experience is typically at least two years in related duties; recent experience means within the last 5 years. Other qualifications These asset qualifications may be assessed later and may give preference to applicants who meet them: Post-secondary degree or diploma in construction-related engineering Post-secondary certificate in Construction/Project Management or Materials & Operations Management Interprovincial Red Seal Journeyperson in a construction-related trade Project Management Certification (PMP/CAPM) Experience living and working in Northern Canada Abilities Ability to review and analyze capital plans and project data and make appropriate recommendations Ability to work independently Ability to solve problems Ability to communicate effectively in writing and orally Operational requirements Travel in adverse weather to remote/northern locations by various modes of travel Possession of a valid Class 5 drivers license Work overtime occasionally Conditions of employment Reliability Status security clearance Health Canada medical clearance for the incumbent and dependents as required by the Isolated Post and Government Housing Directive (includes spouse/partner and children).
