Description The Indigenous Sports Circle NWT (ISCNWT) was established in 1999 through a national consensus-building process. ISCNWT is one of 13 provincial/territorial aboriginal sport bodies (PTASB) created to provide accessible and equitable sport and recreation opportunities for Indigenous peoples across Canada. ISCNWT empowers NWT communities by building capacity, fostering connections, and promoting inclusivity through culturally relevant and accessible programs. Our vision is to build healthy communities through sport and recreation. Purpose of the Position The Finance Manager (FM) is accountable for the financial and budget coordination of ISCNWT. This includes providing financial planning, management, control, accounting, reporting, and human resource services for ISCNWT. Responsibilities include managing employee payroll and benefits; providing advice, analysis and interpretation of governing authorities to the ISCNWT board of directors. Reporting Relationship The position of FM is an employee of ISCNWT and reports directly to the Executive Director. The FM will work alongside the Executive Director to provide updates to ISCNWT finance committee and board. Responsibilities A. Financial Management & Investment Direction Develops and maintains internal processes and systems for the development of ISCNWT business & strategic plans, budgets, capital projects, payables, revenues, and cash management. Provides support services to ISCNWT Finance Committee. Directs the implementation of operational budgetary systems, directives and procedures developed by ISCNWT. Ensures that all planning and budgetary exercises take advantage of all expenditures opportunities, revenue possibilities and obtain maximum value for ISCNWT. Seek funding opportunities and assist in the development of funding applications. Monitor spending on approved applications and complete required financial reporting. Develops and maintains an effective chart of accounts that ensures reporting on financial transactions meets statutory, organizational, management and generally accepted accounting principles. Manage and administer accounts payable on a timely basis. Exercise spending and contract authority as assigned. Manage and administer accounts receivable and take action to ensure timely collection. Reconcile account balances and report on transactions. Administer cash flow and invest excess funds. Prepare financial statements, tax receipts and other financial information. Analyze transactions, prepare variance reports and recommend corrective action as required. Communicate with the Canadian Revenue Agency and ensure timely adherence to all applicable financial regulatory requirements. Prepare and remit statutory returns in a timely manner (e.g. T2 Corporation Income Tax Return, T1044 Non-Profit Organization Information Return, GST, NWT payroll tax, WCB premiums). Supervise the maintenance of financial records and prepare financial statements in accordance with generally accepted accounting principles (GAAP) and governing authorities. Coordinate the annual audit of financial statements and special audits or evaluations. Manage the computer systems which support financial operations. Special projects as required. B. Human Resources Oversee ISCNWT employee payroll and benefits programs in accordance with employees contracts. Provide advice to employees regarding their entitlements. Administer ISCNWT group insurance plans. Administer and maintain personnel records related to finance (e.g. annual and other leave, performance evaluation, employee personnel files). Review and evaluate employee benefits programs and recommend change as appropriate. Provide micro-computer applications training to partner staff as applicable. Special projects as required. C. Board and Partner Relations Provides ongoing, appropriate financial management analysis and advice / information to the Executive Director, ISCNWT finance committee and board. Participate in Finance Committee meetings and other functions as required. Represent ISCNWT financial interests with government and governing bodies. Prepare financial communications and presentations to governing authorities and members. Administer financing and inventory administration and reporting requirements. Special Projects as required. D. Other Duties To help supplement the cost of a full-time position, ISCNWT may take on additional bookkeeping services of other partners or members. This would be completed in coordination and consultation with ISCNWT Finance Manager. Qualifications A. Education Post-secondary education in Accounting, Finance, or Business Administration is an asset but no required. Equivalent experience in financial management, bookkeeping, or accounting will be considered. Preference will be given to candidates with a Chartered Professional Accountant (CPA) designation or those working toward it. B. Knowledge, Skills & Abilities Working knowledge of financial planning, budgetary development concepts, including forecasting, cash flows and developing assumptions. Generally accepted accounting principles. Problem solving, analytical and evaluate skills. Payroll and benefits administration. Tendering, negotiating and contract administration. Ability to think analytically. Ability to communicate in written and oral English. Computer software including accounting, word processing, spreadsheets and Internet applications. Ability to operate and troubleshoot a computerized financial computer program. Proficiency and use of computers for: Microsoft Office (Excel, Power Point, Word) Email Financial management computer software. D.
