Manager, Operations and Maintenance Safety British Columbia Rapid Transit Company Ltd. Location: Greater Vancouver Job Summary British Columbia Rapid Transit Company Ltd. (BCRTC) maintains and operates the Expo and Millennium SkyTrain Lines from our central facilities in south Burnaby. PRIMARY PURPOSE Responsible for providing leadership and oversight in ensuring a culture of safety and commitment to ?Zero Harm? for all BCRTC operations and maintenance activities. Ensures operations and maintenance activities are in compliance with all related policies and regulatory requirements. Collaborates with the Director to develop appropriate and comprehensive safety strategies and plans. Manages safety initiatives to support employee and system safety requirements. Participates in the companys interactions with regulatory agencies including WorkSafeBC, Technical Safety BC, and Transport Canada. Engages effectively with workers, managers, supervisors, executives (ESLT), and the Board of Directors as required. KEY ACCOUNTABILITIES Provides leadership and oversight in ensuring a culture of safety for all BCRTC operations and maintenance activities. Collaborates with the Director and stakeholders in Maintenance and Operations to develop and implement appropriate and comprehensive safety strategies and plans. Provides training and coaching as needed to operations and maintenance leaders and staff on safety practices. In collaboration with the Prevention and Safety Compliance team, develops, implements, and manages safety programs, projects, campaigns, and initiatives that promote safe work practices in BCRTC operations and maintenance workplaces in order to mitigate risks and eliminate or minimize harm. Implements appropriate standards, practices, policies, and processes, including necessary controls to identify and mitigate risks, report critical issues, and recommend actions to the Director. Ensures BCRTC operations and maintenance processes and activities are in compliance with all relevant safety standards and regulations, including BCRTCs Safety Management System (SMS), WorkSafeBC (WSBC) and Technical Safety BC (TSBC) regulations, and Transport Canada standards, and are aligned to best practices identified in standards such as CSA railway safety standards. Is responsible for reviewing internal work procedures for completeness, applicability, and alignment to required regulations and standards. Oversees execution of safety inspections and risk reviews of BCRTC operations and maintenance workplaces to identify risks and determine appropriate mitigating actions. Monitors those actions to ensure risks are addressed in a proper and timely manner. Oversees investigations of accidents and safety incidents resulting from operations or maintenance work, and ensures investigations are performed consistently, accurately, and within established timeframes. Supports and provides training to business units.
