Base pay range CA$88,479.00/yr - CA$112,569.00/yr Key Duties and Responsibilities Conduct comprehensive financial analysis using various problemsolving methodologies to support decisionmaking processes across departments. Ensure accurate and timely financial accounting and reporting for all departments, adhering to regulatory standards and internal policies. Collaborate with department heads to develop and monitor departmental budgets, providing guidance and support as needed. Perform variance analysis to identify key drivers of financial performance and recommend corrective actions where necessary. Research and review grant opportunities, explain terms and conditions to stakeholders, and ensure compliance with financial reporting requirements. Prepare and present financial reports and insights to departmental stakeholders and senior management. Provide training and guidance to departmental staff on financial policies, procedures, and systems. Proactively identify opportunities for process improvement and automation within financial accounting and reporting. Maintain a deep understanding of municipal financial regulations, accounting standards, and best practices. Responsible for financial yearend activities including accounting, reserve usage reconciliations, operating carryforwards, working paper development, and addressing auditor inquiries. Business Partner Program (30%) Build good working relationships at all levels and establish confidence in financial advice. Provide fiscal oversight, financial reporting, accounting, and budget services to assigned divisions. Advise management on corporate bylaws, policies, processes, and risk mitigation. Assist with accurate budgeting, forecasting and variance analysis. Support implementation of operating and capital procedures and reporting. Prepare and facilitate monthly management meetings with financial insights. Collaborate with management and staff on budgeting, forecasting, and decisionmaking support. Budget & Financial Planning (15%) Integrate key financial and operational drivers into financial models for forecasting. Assist with departmental operating budget development and review of base budget submissions. Complete variance reviews of projected revenues and report to treasury and financial planning team. Act as liaison for significant changes to department managers regarding operating budgets. Other Related Duties (25%) Support internal and external special projects (financial systems, controls, processes, research). Provide coverage within the department for finance and accounting activities as required. Read, research, create, and understand policies, directives, and legislation. Remain current on accounting standards, internal processes, and municipal requirements. Adhere to health and safety management system responsibilities. Knowledge, Education, Qualifications, Skills, Abilities, and Experience The following are required in this position: Bachelors degree in an accounting related field and 5 years of work experience or working towards an accounting or finance designation with 2 years of work experience. Knowledge of Public Sector Accounting Standard, Municipal Government Act, internal control structures, and ability to interpret external agency requirements. Proficiency in project costing and fund management. Comprehensive understanding of fullcycle budgeting, accounting, and reporting. Ability to work in a team environment or independently. Ability to take initiative, be independent, resourceful, effective under pressure, and meet deadlines. Strong communication skills verbally and in writing.
