Reporting to the Supervisor, Compensation and Benefits, the Compensation and Benefits Officer (Officer) provides a wide range of compensation and benefit advisory and processing services to the employees and managers of the Government of Nunavut (GN). The Officer provides expert procedural direction on compensation and benefit entitlements during orientation sessions on initial hire, during day-today transactions and on termination. The incumbent will ensure compliance with federal and territorial legislation and regulations, collective agreements, the Nunavut Public Service Act, the Human Resource Manual and Excluded and Senior Manager Handbooks. These services ensure employees receive their appropriate compensation in a timely manner and have consistent access to their benefit entitlements. Close monitoring of payroll is essential as salaries impact benefit premiums and allocations for pension, insurance, Long Term Disability (LTD) and leave entitlements. The Officer fulfills a range of payroll responsibilities focused on enrolling, terminating, and updating changes to employees information on the Human Resources Information System (HRIS) and physical files. The position processes biweekly pays entailing calculating base salary and entitlements, reversals, benefit premiums, recovery amounts for overpayments or amounts owed by employees regarding leave, rent and other benefits. The Officer is responsible for manually tracking Leave Without Pay (LWOP) and calculating and adjusting deductions resulting from arrears related to LWOP, missed pays, LTD, or maternity/parental leaves. The incumbent will have a comprehensive understanding of the GN benefit entitlements to provide information that assists employees in completing enrollment forms for benefits and pension, changes in beneficiaries, plan type and marital status. During this orientation, the Officer ensures benefits selection is adequately completed and entered into the HRIS systems for employee and dependents. The incumbent will provide referrals and confirmations to outside agencies such as Canada Revenue Agency and Bank and Credit Institutions on matters such as verification of employment and income, numbers of hours worked, employment duration etc. The knowledge, skills, and abilities required for this job are usually obtained through a High School Diploma or equivalent, plus two (2) years of experience working with a complex, comprehensive, human resource information system (HRIS) and/or computerized payroll systems. The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern crosscultural environment are also considered assets. Acceptable combinations of education and experience may be considered for this position. As this is a term position until September 1, 2026, current indeterminate Government of Nunavut employees may be offered a competitive transfer assignment for the duration of the term if they are deemed to be the successful candidate, however this is subject to managerial approval.
