Previously to 2020 the organization was known for their toque campaign as well as contributions to homelessness awareness and research. In response to the magnitude of todays homelessness crisis, RTR has pivoted to focus primarily on homelessness prevention through the development and operation of affordable rental housing. Their portfolio has grown significantly since this work began in 2020 with 70 units in operation by the end of 2024 and over 400 units currently under development. Most of the units in operation this year (55) are located in the GTA. Other communities within which RTR has active development sites or operating units include Orillia, Barrie, Sudbury, Winnipeg and St. Johns. The goal is to one day develop and operate housing across all provinces and territories in Canada.They operate a mix of market and affordable units across a range of different profiles with corresponding tenant acuity, affordability and levels of support. In each community we serve, RTR forms a partnership with at least one housing provider partner typically a non-profit group that will refer tenants, provide support services and (sometimes) provide property management services. RTR has some head lease arrangement but predominantly holds leases directly with tenants and hires contractors accordingly to manage the needs of the tenants and real estate operations.For more information about our client, please connect with us.Development ManagerOn behalf of our client RTR, we are seeking a Development Manager to join their remote-first team. In this role, you will be reporting directly to the Development lead. They are seeking a qualified professional with experience dealing with managing development projects across various geographies, overseeing consultants, with a passion for real estate development, and a desire to join a dynamic team.RTR is seeking a candidate who can lead project development from site identification through project closeout, delivering high-quality, sustainable and financially viable affordable housing projects for the charity and on behalf of external clients including municipalities, Indigenous organizations, non-profits and faith-based organizations. This individual will be highly self-motivated, collaborative, and have great problem-solving skills, along with a strong technical background in full-cycle real estate development.Base salary for this position is based on level of industry experience and exposure - but is slightly below private market development roles. In addition to base salary, this role includes a bonus, RRSPs, and benefits, plus a fully flexible and remote work environment. Our client is an advocate for equity and diversity and recognizes the importance of leadership engagement within its framework.ResponsibilitiesLead project lifecycle for multiple residential developments: site due diligence, feasibility, financing strategies, approvals, design coordination, procurement, construction oversight and project closeout.Work on behalf of external clients: act as the charitys lead developer and advisor for client projects; manage client relationships, align project scope with client objectives, prepare client-facing deliverables (feasibility studies, budgets, progress reports) and ensure client commitments and reporting obligations are met.Secure funding and financing: prepare grant and subsidy applications; liaise with CMHC, provincial housing agencies, municipal programs, foundations and lenders.Manage consultants and procurement: lead RFPs, select and oversee architects, engineers, planners, and contractors; ensure deliverables, timelines and budgets are met.Drive approvals and engagement: lead regulatory approvals, community consultations, public meetings and engagement processes.Oversee construction administration: monitor schedule, quality, safety, change orders and coordinate turnover to property/asset management.Financial oversight and reporting: prepare and maintain project budgets, proformas, cash-flow forecasts, risk registers, and clear reporting for senior leadership, clients and funders.Mentor and build capacity: coach junior staff and support continuous improvement of development policies and client delivery models.Ensure compliance with affordability commitments, accessibility standards, environmental regulations and funding program requirements.Qualifications4+ years of relevant experience in housing / real estate development, with demonstrated experience managing multiple residential projects in Canada.Degree or diploma in urban planning, architecture, engineering, real estate, finance, or related field; professional designation an asset.Ability to navigate subsidy and tax credit programs. Exposure to non-profit and/or affordable housing policies and operations is helpful.Familiarity with federal, provincial and municipal programs and approvals relevant to residential rental.Experience with project budgets, and exposure to proformas and cash-flow models ideal.
