This role requires a proven leader from IT services who blends executive search, large-scale technical recruiting, vendor ecosystems, and region-specific retention playbookswhile safeguarding cost, speed, and quality. Talent Acquisition (70%) S. onshore + India GCC) covering product engineering, cloud (AWS/Azure/GCP), data/AI, QA, DevOps, architecture, and program leadership. Stand up 90-day hiring sprints / pilot factories aligned to account ramps with strict SLAs (time-to-offer, time-to-start, offer-to-join). Create a tiered partner network (boutiques, specialist agencies, subcontractors) for surge capacity and niche skills at short notice; Build evergreen talent communities (GitHub, Kaggle, LinkedIn, meetups, universities) and referral engines; spearhead campus + lateral pipelines in India and North America. Implement assessment standards (tech screens, code tests, architecture cases, role simulations) with quality-of-hire feedback loops from Delivery. HR & People Ops (30%) NA focus on EVP, flexible work, leadership pathways). FLSA/EEO, India Shops & Establishments, PoSH), immigration/mobility, and auditable HR operations. Champion a respectful, performance-driven culture aligned with TechBlocks'' engineering DNA and AI-native strategy. 1015+ years in IT services HR/TA; Deep fluency in India hiring dynamics (buy-outs, counters, notice periods, joining ratios) and North America senior-talent markets. ~ Proven build-out of GCCs / delivery centers, surge hiring for account ramps, and executive search for client-facing leaders. ~ Strong vendor ecosystem management: boutiques, subcontractors, and RPOs; Data-driven operator: funnels, SLAs, forecasting, capacity models; expert with ATS (Greenhouse/Lever), HRIS (Workday/Bamboo), LinkedIn Recruiter, and technical assessments (HackerRank/CodeSignal). ~ Talent hunter: networks in cloud/data/AI/modern engineering; Cost & speed discipline: balances quality with commercial realities.
