Service Product Owner Location: Edmonton, AB Remote (Occasional Travel up to 4x/year on Notice) Employment Type: Contract Contract Duration: Dec 1, 2026 Mar 31, 2027 Work Authorization: Citizen, PR, Work Permit Job ID: GOAPRDJP00000754 About the Role We are seeking a Service Owner to support the modernized, cloud-based transformation of Albertas Land Titles Registry. This role will lead product teams, champion user-centric design, and guide the transition from legacy systems to a fully digital registry service. The successful candidate will drive agile delivery, ensure alignment with business needs, and help shape sustainable, human-centered digital services for Albertans. Key Responsibilities Lead product teams through discovery, design, testing, and implementation of new digital services Redesign operational processes and support the rollout of new service delivery models Recommend policy and program adjustments required to support digitization Identify change barriers and propose mitigation strategies Support evaluation activities to track operational improvements, efficiencies, and cost savings Oversee User Acceptance Testing and quality assurance processes Conduct user-centric research and collaborate with stakeholders to identify modernization opportunities Provide recommendations to executive leadership on service and experience improvements Support product roadmaps and long-term sustainability planning for the Land Titles digital platform Collaborate with government technology partners to ensure incremental delivery of program benefits Assess and recommend technology and sourcing strategies to replace high-risk legacy systems Advocate for agile and digital-first delivery approaches Track progress across schedules, budgets, contractor performance, and product outcomes Lead product demonstrations to governance groups, program stakeholders, and communities of practice Mandatory Skills & Qualifications 8+ years coordinating with business and IT teams to gather requirements and propose solutions 8+ years documenting business processes, workflows, and user requirements 8+ years in a leadership or facilitation role guiding stakeholders and teams 8+ years designing, developing, and implementing complex IT solutions 8+ years' experience working in agile delivery environments (SCRUM preferred) S Bachelors degree in Business, IT, or related field (Required) Product Owner certification (CSPO/PSPO) preferred Strong experience evaluating policies, programs, and initiatives using program development principles 5+ years experience in project management Proven ability to lead meetings with stakeholders at all levels Strong analytical and problem-solving skills for designing creative digital solutions Excellent communication, business writing, and documentation skills Experience supporting change management initiatives Knowledge of Albertas registry systems (Preferred) Preferred Skills Experience performing gap analyses between legacy systems and modern digital platforms Background supporting cloud-based service modernization programs Experience using JIRA and other agile collaboration tools Ability to interpret legislation, regulations, and standards related to registry operations Strong ability to work independently while contributing to cross-functional teams Why Join Us Contribute to a major provincial digital transformation initiative Collaborate with agile, modern product teams building cloud-based public services Opportunity to influence user-centered service design across a high-impact domain Inclusive, diverse, and supportive workplace culture About NetworkPedia NetworkPedia is a certified women-owned technology and talent solutions company, providing IT infrastructure, cybersecurity, managed services, and specialized recruitment across North Americas and beyond.
