Were seeking a Senior Business Consultant to provide strategic guidance, integration strategies, and clientcentric design expertise in support of transformation initiatives across Employment Insurance (EI), the Canada Pension Plan (CPP), and Old Age Security (OAS). This role will collaborate closely with CXO teams to enhance service delivery through the My Service Canada Account (MSCA), a programagnostic digital channel providing clients with a centralized view of services. Key Responsibilities Strategic Analysis and Recommendations Conduct strategic analysis and provide recommendations for future web/online activities from a client experience perspective. Produce reports with insights, lessons learned, and strategic recommendations. Conduct heuristic reviews of MSCA to identify usability issues and improvement opportunities. Perform user research, stakeholder engagement, and secondary research to support evidencebased decisionmaking. Develop integration strategies to connect BDM initiatives with MSCA. Prepare implementation pathways addressing user needs and program requirements. Create strategic integration recommendations detailing how BDM solutions can be embedded within MSCA. UserCentered Interface Design Provide guidance on userfriendly interface design aligned with accessibility standards (e.g., WCAG) and privacy requirements. Produce design specifications and low/high fidelity prototypes to illustrate potential solutions. Stakeholder Engagement and Change Management Lead engagement with stakeholders throughout BDM implementation. Develop and execute communication plans to inform users and stakeholders about progress, transitions, and technology adoption. Facilitate meetings, verbal debriefings, briefing notes, presentation decks, and status updates. Knowledge Transfer and Training Deliver training, demonstrations, and documentation to departmental project teams. Develop training materials and written instructions to support ongoing knowledge transfer. Project Artifacts and Risk Management Maintain project artifacts in compliance with document management requirements and Treasury Board (TB) policies. Produce risk management plans, including identified risks, mitigation strategies, and monitoring metrics. Required Qualifications Proven experience as a Senior Business Consultant (or equivalent) in public sector digital service transformation or complex multiprogram environments. Demonstrated expertise in strategic analysis and CXfocused recommendations. Integration strategies across platforms and services (preferably in government or large enterprise contexts). User research, heuristic evaluations, and accessibilityaligned interface design. Change management, stakeholder engagement, and communications planning. Risk management and maintenance of project artifacts compliant with government/TB policies. Strong ability to synthesize research findings into actionable strategies and prototypes. Excellent communication, facilitation, and reportwriting skills. Security Clearance and Engagement Details Government of Canada Enhanced Reliability security clearance is required for the successful candidate. Duration: 3 months. Engagement: Collaborative with CXO teams supporting transformation across EI, CPP, and OAS via MSCA. 3 days a week onsite.
