We are a fully delegated Indigenous Child & Family Service Agency providing programs and services to Indigenous children, youth, and families on and off reserve within St:l Territory in the Fraser Valley between Yale First Nation and Surrey BC. Page Break St:l Family Strengthening Team Leader - 1806 Full-Time Position Global Base Office: TBD St:l Family and Community Support Team- West Salary- $85,565.62 to $97,635.82 per annum (35 hrs. per week) POSITION SUMMARY: Reporting to the Executive Director of Programs, the St:l Family Strengthening Team Leader ensures that prevention and support services, the family strengthening program area, and youth support services, are culturally relevant, appropriate, and responsive to identified St:l community needs. The Team Leader has a sound working knowledge of the CFCSA and ensures service delivery and practice reflects the guiding principle that, '' Indigenous communities share responsibility for the upbringing and well-being of Indigenous children, and that Indigenous children are entitled to learn about and practice their Indigenous traditions, customs and languages and belong to their Indigenous communities.'' Services will support St:l communities in building preventative programming that strengthens the involvement of the St:l community in protecting, supporting, and planning for its children and youth. Building trusting relationships with St:l communities will be key to the position. The Team Leader will meet regularly with Chief and Council, Community Care Committees, and identified stakeholders, to help identify and respond to changing and emerging St:l community needs. The Team Leader will be knowledgeable and competent in the practice of St:l community protocols and will participate in important St:l community events and ceremonies. The Team Leader will directly supervise and manage differing roles and expectations of team members, while remaining attentive to priorities for service delivery. MAJOR RESPONSIBILITIES AND DUTIES: Directs and monitors the integration and delivery of family strengthening prevention and intervention programming, within an assigned team by: Providing leadership which will create a well-motivated team capable of providing and developing high standards of performance. Working closely with the St:l Delegated Multidisciplinary Team Leaders to ensure the delivery of services is coordinated, comprehensive and in keeping with Agency and St:l community goals. Planning, implementing, and managing the delivery of programs and services with particular attention to the principles and requirements of Bill C92. Establishing and/or implementing systems to monitor, review and evaluate standards of practice and effectiveness, efficiency and economy of programs and services within the context of the service delivery team. Remaining aware of and competent in current evidence informed practice, and culturally based methodologies that support the enhancement of family strengthening service delivery. Preparing, allocating and controlling budgets assigned to ensure the most effective use of resources, and negotiates and/or approves case specific contracts Providing the first step of appeal for clients who disagree with a worker''s decisions. Initiates and participates in community engagement and planning for the purpose of aligning service delivery goals by: Meeting regularly with Chief and Council, Designated Band Representative, Community Care Committees, Matriarchs, and other identified community stakeholders. In partnership with community stakeholders, developing systems to monitor and evaluate the effectiveness, appropriateness, and adequacy of service delivery, as well as specific programs and policies. Identifying shifting and emerging community trends, needs and issues, and developing plans or recommendations for initiatives to address them. Assisting the St:l Community Manager in understanding the effectiveness, appropriateness and adequacy of service delivery; emerging community trends, needs and issues; and making recommendations for initiatives to address them; Maintaining knowledge and competency in St:l community protocols. Participating in all important community events and ceremonies. Supervises, directs, and monitors the staff by: Relaying interpretations and instructions to team members on the intent of policy, the agency mandate, philosophy, Acts, regulations, and procedures. Ensuring staff are knowledgeable in the specific cultural practices and requirements, including important protocols of each St:l community served. Identifying training needs to ensure team members acquire the knowledge, skills, and abilities necessary to work appropriately and effectively within the communities, and within the program area. Directing/coordinating the provision of a comprehensive and interdisciplinary case management process. Providing direct clinical supervision that supports review of individual assessment and treatment plans, with application of Trauma-Based Practice, and Family Systems theory lens. Establishing and communicating performance expectations to team employees and evaluating these expectations annually or more frequently through a performance management program. Coaching and disciplining staff, as required, in accordance with established policies and procedures. Conducting confidential workplace and/or Employee investigations that relate to policy or procedure breaches, St:l community and stakeholder complaints, and employee conduct. Modeling expected behaviours and attitudes. Monitoring staffing levels to ensure operational requirements are met and are in line with the budget. Conducting interviews and making hiring decisions to ensure a full complement of staff with the requisite skills and experience needed. Review and approve overtime or banked time for team Employees in line with Agency policy and procedures. Oversees the operations of the team by: Assisting/directing the supervision of administrative support to the team; coordinating administrative details among the team and/or offices, e.g., leave management, backfill support, hours operation, work schedules, etc. Promotes public awareness and involvement in FVACFSS service delivery by: Liaising with First Nations St:l communities, Metis and Aboriginal urban communities, other provincial, federal, and municipal agencies, and special interest groups as necessary, to support enhanced service delivery and community development initiatives. Conducting public speaking engagements to enhance the profile of the Agency Demonstrates financial responsibility by: Balancing advocacy for client, child in care, and community financial needs with budget requirements, policies, and standards, to achieve the best possible level of support, standard of care, and community enhancement programming. Preparing, presenting, and defending budgetary needs, and makes recommendations regarding projected team budget needs for service planning. Ongoing management of team budget and expenditures and provides recommended action plans to respond to team budget variances. Performs other duties as designated. Page Break EDUCATION, EXPERIENCE & KNOWLEDGE REQUIRED: Bachelor of Social Work degree (BSW) or Bachelor of Arts (BA) in Child and Youth Care or Bachelor of Arts (BA) degree in a related human services field is preferred. However significant cultural knowledge, ability to develop or has already developed respectable relationships with St:l Indigenous communities and equivalent combination of education and personal experience may be accepted. Minimum of five (5) years working with Indigenous Communities, Families, Children and Youth in a human service and/or Community Development Capacity with delivery of programs. Sound knowledge in the areas of Domestic Violence, Suicide Risk, Crisis Intervention, Family Systems Theory, Trauma-Based Practice. Previous Supervisory experience preferred. Demonstrated working knowledge of the Child, Family and Community Services Act (CF&CSA) and the Aboriginal Operational and Practice Standards and Indicators (AOPSI). Knowledge and appreciation of Indigenous cultures and history and how these affect the development of individuals, families, and communities; and federal, provincial, and aboriginal organizations mandated to provide child and family services. Demonstrated knowledge of the generational impacts of colonization, the Residential School System, and historical child welfare policies, on Indigenous people and their families; as well as the findings of the TRCC and recommendations. Knowledge of traditions and practices of Indigenous people and specifically the St:l people. Knowledge of the agency''s Human Resources and Finance policies and procedures, and the FVACFSS (practice) policies and procedures manual. Demonstrated abilities in: developing strong working relationships with Indigenous children, Indigenous communities, foster parents, biological parents, extended family and other FVACFSS employees; making commitment to support and supervise staff in accordance with Social Workers'' Code of Ethics; developing contractual arrangements with clients, caregivers, and other professionals; balancing competing priorities; working under pressure; writing concise reports for various audiences; and representing and promoting FVACFSS. SKILLS AND ABILITIES: Excellent communication skills both oral and written. Professional commitment, flexibility, and good problem solving and dispute resolution skills. Maintain a clear differentiation between the professional and personal self. Computer literacy on Database, Microsoft Word, Excel, and other computer software. Successful completion of a clear Vulnerable Criminal Record Check. Valid BC class 5 driver''s license with no restrictions is required.
