Main Function: Effectively supervise the daily maintenance delivery services for Rent Geared to Income housing units in accordance with established standards, policies and procedures including maintenance delivery, resolution of tenancy issues, contract administration and GSHO Occupational Health and Safety Program compliance. Characteristic Duties: Under the general supervision of the Manager of Maintenance Services. Review existing processes and systems and remove any barriers to ensure effective maintenance management business delivery that meets Greater Sudbury Housing Operations (GSHO) goals. Review after hours answering service calls daily to monitor compliance of policies, procedures, and prompt customer service and ensure work is completed. Coordinate the repairs, upgrading and daily maintenance of rental units and properties throughout the City of Greater Sudbury (CGS) including vacant units. Assess all requests for repairs or unit upgrades from tenants and staff and determine and implement the appropriate action to be taken, making recommendations when appropriate. Perform maintenance inspections of rental units, buildings, grounds and building systems and components. Issue and authorize work orders to staff and contactors within established limits and authorization levels. Request, and receive estimates and written quotes of work to be carried out. Monitor and inspect work performed by contractors and maintenance staff to ensure compliance with instructions and standards. Verify and approve invoices for repairs and maintenance provided by vendors. Resolve any difficulties that may arise and respond to any complaints from contractors, staff, tenants, and the general public regarding the quality of work done or hazards that may be present. Assist with staff job performance issues. Ensure that the most cost-effective repair methods are used and make recommendations to the Manager of Maintenance Services regarding capital expenditures required. Maintain and administer the Best Key System and hardware within established policies and procedures. Maintain and administer the Keyscan System within established policies and procedures. Ensure that staff and properties are in compliance with all Health and Safety regulatory requirements through inspections and training. Participate in the Joint Health and Safety Committee. Ensure a safe environment and provide security to tenants, visitors, contractors, service providers and the general public. Ensure compliance with the Fire Code, by conducting fire drills, establishing, and maintaining fire safety and emergency evacuation plans and maintaining emergency equipment in good working order. Investigate and follow up on cases of personal injury, workplace accidents or property damage by completing an accident report, incident reports and Form 7, and provides pertinent information to insurance adjusters, W.S.I.B. and legal counsel. Interview, train, direct, motivate and evaluate bargaining unit staff and summer student employees. Provide client service by resolving maintenance complaints, responding to enquiries by taking appropriate action including site visits, office interviews, etc. Coordinate and supervise the implementation of the GSHO preventative maintenance program. Defend GSHO''s position in Landlord and Tenant Board hearings for maintenance applications made by tenants. Ensure compliance with maintenance processes and policies to ensure consistent application of rules and regulations. Participate in the management on call rotation after office hours. Respond to major emergencies after office hours. Develop and maintain a thorough working knowledge of CGS''s Safety Manual and the applicable Provincial Legislation listed therein. Perform other related duties as required. Qualifications Education and Training: College Diploma in a related discipline (e.g., business administration, carpentry and renovation techniques, pre-trades) from a recognized Community College with Canadian accreditation. Licenced in a related maintenance construction trade (electrical, plumbing, heating, air conditioning) would be considered an asset. Additional education initiatives to update and expand competencies. Experience Minimum of five (5) years of related building maintenance experience, two (2) of which should be in the supervision of general maintenance of facilities and equipment. Supervisory experience in a unionized environment considered an asset. Demonstrate practical abilities and general maintenance and working knowledge of plumbing, heating, electrical and carpentry trades. Demonstrate supervisory and administrative skills. Must possess a working knowledge of the Occupational Health and Safety Act. Knowledge Of CGS''s priorities. Applicable legislation and related regulations. Must be physically capable of operating a vehicle safely, possess a valid driver''s license, have an acceptable driving record, and personal insurance coverage.
