About the Position Under the direction of the Manager of Capital Engineering, the Project Manager is responsible for all aspects of administering capital linear infrastructure projects including planning, budgeting, design, approvals, contract preparation and construction as well as managing engineering consultants retained to deliver any of these services. Duties & Responsibilities The duties listed are not meant to provide a description of each and every job performed but only those which represent the core functions of the job. Participate in the preparation of capital budgets for linear infrastructure projects and monitor/controls expenditures in accordance with approved funding. This may include completing various funding applications and satisfying the related project/financial reporting as required. Prepare requests for proposals for engineering services and participate in the evaluation and selection process for consultants. Complete in-house design and/or engineering review of capital infrastructure projects including the engagement and oversight of engineering consultants. Prepare contract documents in accordance with all applicable legislation and municipal/provincial standards. Prepare presentations and reports to Committees, City Council and/or review agencies with recommendations on capital infrastructure projects and/or project-specific topics. Administer all aspects of capital project construction including contractor negotiations, processing payments, facilitating/approving, and approving change work orders design changes and ensuring public complaints are appropriately investigated and addressed. Coordinate and oversee consultant assignments for Municipal Class Environmental Assessment projects including facilitation of mandatory Public Meetings. Liaise with project stakeholders and reviewing agencies on proposed capital infrastructure projects including preparation of applications and receipt of all necessary permits and approvals (i.e. MECP, MTO, NPCA, MNR, etc.). Ensure completion of as-built information in accordance with the Citys retention bylaw, and the Citys sewer and water license requirements. SUPERVISION: Oversight and supervision of consultants is required. What you need to Succeed... University Degree or College Diploma in Civil Engineering, or related field. Current certification, in good standing, as an Engineer-in-Training (E.I.T.), a Professional Engineer (P.Eng.), or a Certified Engineering Technologist (C.E.T.) with three (3) years of relevant experience. Municipal engineering experience with an emphasis on linear infrastructure engineering design and construction is considered an asset. Excellent interpersonal and communication skills, with the ability to interact courteously, diplomatically and tactfully with employees, officials, members of the public, and members of staff. Strong organizational skills to ensure proper work planning and scheduling, as well as the ability to expedite issues to promote effectiveness and efficiency. Strong working knowledge and awareness of engineering design standards and best practices as well as all applicable acts and legislations which govern and impact all facets of municipal engineering in Ontario. Working knowledge of AutoCAD, preferably AutoCAD Civil 3D is considered an asset. Salary and Benefit Information $106,854-$125,004 plus a comprehensive benefits package, and OMERS pension.
