Job Description Job Alerts Link Apply now Director of Bylaw Enforcement Employment Type: Regular Full Time Hours of Work: 35 Job location: City Hall Pay: $154280 To $192848 Annual Grade/Band: 13 Job Posting Start Date: 1/8/26 Job Posting End Date: 1/22/26 Job Description: Overview The City of Kitchener is seeking a community-minded, people-focused Director of Bylaw Enforcement to help position its Bylaw Enforcement Division as an industry leader in the provision of innovative services and bylaws that foster a connected and caring community through bylaw enforcement and conflict resolution. As the Director of Bylaw Enforcement, you will provide strategic leadership and operational guidance to a team of 58 full and part-time professional bylaw enforcement staff that are strongly committed to serving the community. Reporting to the Deputy Chief Administrative Officer and General Manager of Community Services, the successful candidate has demonstrated an exceptional ability to: understand complex enforcement issues and communicate them effectively with multiple stakeholders (Divisional staff, other City staff, City Council, local media and the public); address and resolve conflict constructively within their team and within the community; develop an engaged and connected team that utilizes the strengths of all its members; and work cooperatively and effectively with a wide variety of agencies, social services and community partners. Responsibilities Leads a high performing team of 54 staff, including full-time unionized, part-time staff, as well as part-time and temporary staff. Directly supervises 3 managers: Manager of Enforcement (Property Standards), Manager of Enforcement (Compliance) and Manager of Enforcement (Ambassador/Trails), and one administrative assistant. Represents the City as its senior point of contact for a wide variety of vital community partnerships with agencies, social services and other partners (e.g. WRPS, AGCO, Humane Society, business improvement areas, Public Health). Attends meetings and acts as a community liaison with key stakeholders/partners/social service agencies and Council, by presenting information, answering questions and providing direction and support for community based and social issues, such as neighbourhoods experiencing challenges (e.g. homelessness, encampments, fireworks). Supports members of City Council in addressing bylaw related issues in their Ward including providing advice and/or information and attending meetings/site visits when necessary to help facilitate understanding and resolution. Develops and recommends changes to policies, by-laws, and procedures to Council. Writes staff reports and creates presentations to present new policies and bylaws to City Council for its consideration. Fosters a strong divisional leadership team through mentorship, coaching and direction on issues related to staffing, team culture and service philosophy. Directs enforcement staff in the investigation function and recommendation of legal action where appropriate, determination of penalties and court action sought, and in risk assessment of obstacles and benefits to specific legal actions. Leads the negotiations and implementation of service contracts with external agencies such as Waterloo Regional Police, Service Ontario and the KW Humane Society. Prepares annual Divisional budget submission, monitors and effectively manages the approved budget, reports on same and authorizes payment of accounts and contracts. Stays up to date on changes to the Municipal Act, case law and other legislated processes that may have an impact on enforcement processes. Education 3-year diploma/degree in a related field Experience 7 years of related experience. Have demonstrated experience utilizing bylaw enforcement functions to foster a connected and caring community. Have experience managing unionized staff Knowledge, Skills, and Abilities Have the ability to interpret and apply municipal bylaws, federal and provincial legislation and regulations pertaining to bylaw enforcement. Have the ability to analyze and interpret court documents and case law. Have highly developed leadership skills with the ability to manage, develop and motivate staff. Have negotiation, mediation and de-escalation skills to resolve disputes with customers. Have highly developed interpersonal, communications, and customer service skills to resolve escalated customer service complaints.
