Job summary: The Payroll & Bookkeeping Associate is responsible for the organization''s full-cycle payroll processes and supports the development, implementation, and continuous improvement of policies, standards, accounting processes, and systems to ensure the accurate and timely delivery of payroll and bookkeeping services. The role is responsible for day-to-day operations of payroll and requires comprehensive knowledge of organizational and payroll procedures, federal and provincial legislation, applicable acts and regulations related to payroll, accounting and financial reporting requirements. Supported by the Financial Controller, the position requires the regular exercise of independent judgement and the ability to act tactfully and sensitively in a wide range of situations, including the responsible handling of highly sensitive and confidential information, often requiring significant discretion. This position supports a critical role in supporting financial integrity, employee trust, and operational efficiency across the organization. Reports To: Financial Controller ESSENTIAL DUTIES AND RESPONSIBILITIES Day-today of payroll and bookkeeping functions, ensuring accurate interpretation and consistent administration of payroll in accordance with collective agreements, applicable legislation, and organizational policies. Maintain payroll system configuration, employee profiles, earning/deduction codes, and pay groups. Collaborate with HR to integrate onboarding, job changes, and terminations into the payroll workflow. Accurately processes biweekly payroll for salaried, hourly, casual and contract staff using payroll software, including managing vacation accruals, banked time adjustments and more. Supports the enrolment, administration and on-going maintenance of employment benefits for the workforce Reviews, resolves, and approves complex payroll matters, including those related to labour relations, statutory compliance, policy interpretation, and non-routine payroll transactions, ensuring payroll audits and compliance activities are conducted in a consistent and defensible manner. Oversees payroll year-end activities, including the preparation of supporting documentation for audit purposes and the completion of statutory reporting and reconciliation requirements such as T4s, pension, WorkSafe BC, and other government-mandated submissions. Assists with the preparation and administration of the annual personnel budget in collaboration with the Financial Controller and departmental and divisional managers, including monitoring and analysis of payroll-related expenditures. Administers employee disability and leave-related benefit claims, working closely with employees, supervisors, and insurance providers to ensure accurate, timely, and compliant claim submissions. Assists in the ongoing maintenance of salary administration frameworks, pay equity initiatives where applicable, and Payroll Standard Operating Procedures to ensure legislative compliance and organizational consistency. Identifies, evaluates, and recommends enhancements to payroll and benefits systems and software; coordinates user testing, system acceptance, and implementation to support operational efficiency and accuracy. Leads or supports assigned capital and operational projects related to payroll, bookkeeping, or broader organizational initiatives. May assist with workplace notetaking, research, and the provision of payroll- or benefits-related advice, as required. Contributes to a positive and respectful work environment by modelling workplace conduct in accordance with organizational policy. Complies with the City''s occupational health and safety program and applicable legislative requirements Assist in the development of the annual budget for the sites and controls designated expenditures in accordance with the approved budget and in consultation with the Director and/or Controller. Assists in the overall budgetary planning for the organization. Fulfills other duties as assigned. Actively participates as a member of the SUMS exempt management team. Qualifications Minimum of a two (2) year diploma in accounting, economics or related degree using mathematics, equations, calculations and budgeting. Minimum of three (3) years of progressive, hands-on experience related to payroll and bookkeeping in a mid-size organization, preferably within the public sector or unionized environments. Prior experience with ADP Workforce Now is an asset Thorough knowledge of federal and provincial legislation, acts and regulations related to payroll, accounting and financial reporting requirements. Strong problem solving and analytical abilities, supplemented with good organizational skills and the ability to deal with tact and sensitivity in a variety of situations and maintain confidentiality. Ability to identify, organize and prioritize tasks to ensure the outputs are on time. The Pay Range is the minimum and maximum annual salary based on full-time equivalent hours. Incumbents are typically hired, transferred or promoted between the minimum and midpoint range based on their knowledge, skills, abilities and experience in relation to the role requirements.
