The Ministry of Agricultures Crops and Irrigation Branch (CIB) is seeking an enthusiastic and client-service-oriented professional to provide specialist services in plant health, crop pest surveillance, biosecurity, and pest regulatory and trade issues. This is a one-year term with the possibility of extension. As the Provincial Specialist, Pest Regulatory Develop and administer provincial legislation, including The Plant Health Act, The Weed Control Act, and regulations and advise on the interpretation for enforcement purposes; Develop and lead plant health and pest programming; Oversee plant health, pest surveillance, biosecurity and regulatory strategies for the protection of the provincial agri-food industry from crop pests; Be responsible for monitoring for plant pest emergence, analyzing the impact on Saskatchewans agriculture industry and recommending response actions as required; Represent the Branch, Ministry and the Government of Saskatchewan at Provincial, Regional and National levels on various committees related to pest surveillance and biosecurity; Develop relationships with grower groups, provincial and federal authorities, third-party delivery agents and other stakeholders to identify long-term crop pest surveillance/survey needs and coordinate program delivery; and, Develop briefing material for senior leaders and give presentations to Ministry staff, industry stakeholders and producers. Ideal Candidate Qualifications Knowledge of crop production systems, preferably relevant to Western Canada, including key current and future challenges and issues and survey methodology; Knowledge of and the ability to understand and apply complex policy documents, including Acts and Regulations, and draft template documents such as agreements and contracts; Strong organizational skills and ability to manage competing priorities; The demonstrated ability to develop and maintain relationships with stakeholder groups; The ability to communicate effectively, with clarity and accuracy, in providing technical and regulatory information to producers, professional colleagues and government; and, Eligible for registration in the Saskatchewan Institute of Agrologists as a Professional Agrologist. Educational and Experience Background A graduate degree in agriculture or a similar applied academic field; At least with three (3) years of experience in a relevant role; or An equivalent combination of education and experience.
