In this leadership role, you will lead the City''s service desk and IT services functions, ensure high-quality, responsive support while driving continuous improvement in systems, data, and user adoption of new technologies. You will guide and inspire a skilled team responsible for the technologies our organization relies on every day including business applications, operating systems, desktop and mobile technologies, networks, VOIP, and endpoint security. With a strong focus on service excellence, you will strengthen IT Service Management (ITSM) practices, improve user training and technology adoption, and ensure new solutions are operationalized successfully across the organization. Working closely with the Cybersecurity and Infrastructure Manager, you will help safeguard the City''s technology and data, embedding security and resilience into service delivery. As a member of the IT leadership team, you will contribute to strategic planning, influence enterprise-wide decisions, and champion innovation that enables the City to operate efficiently today while preparing confidently for the future. Classification Summary - Union Duties - Union Results and Activities - Non union Implementation and support of systems Analyze the options for support and maintenance of systems and software Develop a support and maintenance strategy and coordinate deployment of the technical solutions Develop and maintain the hand-off of technology projects into a sustainable support model Maintain policies and procedures with respect to technology (software, hardware, network, data) operations Manage service delivery Manage activities of the Service Desk and its staff Recruit, train, and mentor Service Desk staff; foster a culture of accountability and customer service Undertake continuous improvement efforts to enhance the IT services provided to the City Act as point of escalation for complex or high-impact issues; coordinate cross-functional resolution Manage end user device life cycle Oversees the end-user device lifecycle from procurement and deployment to support and decommissioning Manages vendor relationships, negotiates Service Level Agreements (SLAs), and ensures accurate asset tracking for compliance Analyzes usage data and feedback to refine device standards and guide refresh cycles Provides training, communicates policies, and ensures staff are informed about device handling and upgrades Manage budget: Operating budget: 3,000,000 Responsibility (Check one): Contributory X Capital budget: 750,000 Responsibility (Check one): Contributory X Who has final spending authority: Chief Technology Officer 5.Manage human resources: Direct Reports: 9 Develop, inspire, hire, assess, discipline and reward employees. Most candidates can expect to start in the lower to mid-range of this scale, with opportunities for salary growth based on performance and tenure.
