Job Description

Position Summary: Provide primary technical and investigative support with criminal investigations where an electronic device (computer, cell phone, digital recorder, video system, etc.) were used in the commission of a criminal offence. Provide analysis of digital devices by way of computer forensics and cell phone forensics, by examining same for evidence. Assist with tracking and tracing of digital communications through websites, email, social networking and VOIP. Assist with Cyber Crime investigations. Key Responsibilities Perform all duties in compliance with the Community Safety and Policing Act, and in accordance with the regulations, policies, and procedures established by the Peterborough Police Service Board and the Chief of Police. Carry out responsibilities in a manner that reflects the Service''s Vision, Motto, and Core Values. Isolate devices from cellular networks using approved procedures to minimize the risk of evidence contamination. Forensically acquire, image, and analyze seized electronic systemsincluding computers, mobile devices, and other digital storage mediausing advanced techniques to bypass security features and decrypt encrypted data when possible. Prepare clear written reports outlining forensic analysis results, including detailed documentation of extraction procedures. Communicate findings to sworn officers as required. Assist with technological crime investigations, including intrusions (hacking), child sexual abuse and exploitation material, and other Internet-based offences. Attend the execution of search warrants under the supervision of a sworn member to assist with the search, seizure, and triage of electronic devices. Provide forensic and technical support to investigations including, but not limited to, homicides, missing persons, online threats or harassment, domestic violence, youth crime/cyberbullying, drug investigations, intelligence matters, BEU, AFU, major crime, and other cases as required. Collaborate with police services, government agencies, and external partners regarding technological crime matters. Deliver presentations to the public and law enforcement personnel on technological crime issues, including electronic crime prevention. Maintain and ensure proper functioning of equipment used in electronic forensic examinations. Research emerging hardware, software, and technological crime trends relevant to the unit''s operations. Participate in ongoing training and professional development as required. Assist investigators with case preparation and evidence review. Support investigators and prosecutors by interpreting and explaining technical data extracted from electronic devices. Testify in court proceedings as required. Maintain accurate and timely forensic exhibit tracking within the unit. Assist with calls for service or inquiries involving cybercrime, including crimes involving computer or Internet use to commit fraud or other offences against individuals or organizations. Apply ethical and legal principles to ensure all investigative actions comply with applicable laws and standards. Assist officers in search warrant preparation and provide related technical support as required. Support any investigation as assigned and act as a technical resource to officers involved in criminal investigations. Compile and provide statistical data to the Divisional Commander of Investigative Services Electronic Crime Unit, annually and upon request. Maintain strong working relationships with community organizations and Investigative Support Units from other police services. Perform other duties as assigned. Minimum Qualifications Education & Experience Specialized university degree or college diploma in computer forensics, computer science, or a related field. 23 years of IT experience; experience in cellular telecommunications analysis or data recovery preferred. Technical Skills Strong analytical, troubleshooting, and technical problem-solving abilities. Demonstrated knowledge of computer software, hardware, and operating systems. Hands-on experience with electronic repair, diagnostics, and fine-detail work (including microscopic soldering). Ability to write, interpret, or modify programming languages or scripts (Python preferred). Familiarity with electronic systems and digital storage technologies. Professional Skills Excellent written and verbal communication skills. Self-motivated with the ability to work independently and as part of a team. Strong organizational skills with the ability to prioritize tasks and meet deadlines under pressure. Sound judgment, professionalism, and ability to maintain confidentiality. Mandatory Certifications (Required Within one year of Hire) CompTIA A+ Certification (prerequisite for Canadian Police College Forensic Examiner courses). Canadian Police College: Computer Forensic Examiner (CMPFOR) Mobile Device Acquisition and Analysis (MDAA) Cellebrite certifications: Cellebrite Certified Operator (CCO Inseyetes) Cellebrite Certified Physical Analyst (CCPA Inseyetes) X-Ways Forensics training. Preferred Skills & Experience Advanced proficiency with Microsoft Office Suite and Adobe Acrobat Professional. Knowledge of cyber security threats, malicious code, cell phone/network threats, GPS and cellular tower infrastructure. Awareness of emerging technologies in cellular and digital forensics. Knowledge of federal and provincial legislation relating to electronic search and seizure. Experience presenting complex technical information to non-technical audiences. Proven ability to conduct research and implement new technologies related to digital evidence handling. Commitment to continuing education and professional development. Other Requirements Ability and willingness to travel for courses, conferences, and investigative needs. Willingness to work extended hours, weekends, and respond to call outs associated with major investigations. Training & Professional Development The successful candidate must remain current with: Canadian federal and international laws related to computer/Internet crimes and child exploitation.
