Reporting to the Director of Transportation, the Manager of Transportation Safety and Policy has oversight of the current and future safety needs of Kitchener''s municipal street system. Responsibilities Project Management: Acts as project manager on transportation related projects, specifically related to Vision Zero and other Transportation Safety initiatives. Chairs project teams to establish project scope and requirements. Reviews technical reports, identifies and evaluates project alternatives and impact on social or economic environment or operations. Leads consultant selection process, reviewing terms of reference, evaluating submissions, short listing, selecting consultants, and conducting interviews. Reviews and negotiates work plans and budgets with consultants. Makes recommendations for selection to senior staff for presentation to Council as part of a selection committee. Determines and negotiates necessary approvals. Reviews and approves technical and contract specifications and drawings prepared by consultants. Arranges for alternate operating procedures during construction and notifies all stakeholders of project extent, duration, access arrangements, and closures. Monitors project progress through site inspections and surveys, reviews and monitors the contractor''s work schedule and budget, and recommends any design changes or extra work. Administration & Operations: Provides technical direction and assistance to the Transportation safety and Policy team, as well as other area municipalities and City staff. Participates with the Director, Transportation Services to develop and set short and long-term goals, objectives, strategy and priorities for the Division. Receives and deals with transportation planning, traffic safety and on street parking related complaints and requests from the public and Council. Develops and implements up to date design standards, operating policies and procedures, methods, performance standards, and safety practices in the section, generally related to Vision Zero and transportation safety needs. Policy, Procedure, Program & By-law Development: Develops, implements, manages and administers various Transportation safety and corporate policies, procedures, warrants, by-laws and by-law revisions to improve traffic control and safety strategies within the City/Region through researching best practices, by-laws, industry guidelines, standards, materials, techniques, technology, design guidelines, Ontario Traffic Manual, and Provincial and Federal legislation. Develops, implements, manages, and administers related programs (e.g., permit only parking program, by-law amendments, seasonal traffic calming, Vision Zero), including maintaining contact and records with and advising the public regarding technical reasoning/history, addressing issues specific to policy, and developing processes Represents the City and its interests at various Provincial, Regional and Area Municipality committees and meetings to provide expert advice and participation on joint projects Team Leadership Leads a multidisciplinary team of transportation professionals Fosters a culture of creativity, innovation, collaboration and accountability Provides mentorship and professional development within the team to build capacity and resilience across the team Education Must have 3 year degree or diploma in a related field Must be a member of the Ontario Association of Certified Technicians and Technologists (OACETT) or equivalent Experience Must have at least 4 years'' experience leading transportation safety teams and initiatives Experience developing and mentoring others, with the ability to inspire people around a common vision, build consensus and motivate action, strong facilitation and mediation skills; Knowledge, Skills, and Abilities Knowledge of Highway Traffic Act, Ontario Traffic Manual and related legislation Ability to quickly understand and navigate organizational systems, structures, culture and people to achieve results Exceptional communications judgement, a service mind-set and a collaborative approach to working with colleagues, stakeholders and the public. Deep understanding of municipal government and the issues and priorities in the local municipal context Must have the ability to support and project values compatible with the organization Must have excellent problem resolution, organizational and analytical skills Ability to travel to various locations within the City of Kitchener Reliable with a good attitude and employment record.
