Responsibilities PRIMARY PURPOSE The Senior Manager, Transit Security, provides strategic leadership in the operational delivery of transit security support services to TransLink and Operating Companies, through the provision of fare inspection, onboard and static security patrols, mobile cycle patrols, CCTV Operations, incident investigations, analysis and court liaison that meets the needs of employees and customers. This position plays a key role in shaping longterm security strategies, may lead enterprise level programs or initiatives involving multiple stakeholders, develops and executes multiyear strategic security plans, demonstrates skill in change management and ability to represent the organization externally including industry forums, regulatory bodies or government committees. This role balances strategic planning with leadership of daytoday security support operations, and oversees a variety of physical security and prevention programs. Develops, recommends and implements operational policies, procedures and standards and develops and coordinates new and updated security programs and initiatives. While driving continuous improvement and ensuring security practices remain proactive, integrated and effective within CMBC and within the TransLink enterprise. KEY ACCOUNTABILITIES Leads the development and implementation of security strategies, policies, and programs in collaboration with TransLink and operating companies to support organizational goals and regulatory requirements. Manages the delivery of transit security support services for TransLink and Operating Companies, through the provision of fare inspection, onboard and static security patrols, mobile cycle patrols, incident investigations, analysis and court liaison that meets the needs of employees and customers. Provides strategic direction and oversight for security planning, identifying risks, setting priorities, in alignment with operating companies, while managing and coordinating daytoday security support operations through service designed to provide security and safety to employees and passengers and the protection of property. Develops, recommends and implements standards, procedures and policies that contribute to overall departmental effectiveness and develops operational goals and business plans. Makes recommendations for improvements to security services and provides input on budgets. Participates in collective bargaining and union negotiations and serves as a member of various committees. Participates in enterprise security committees and working groups to drive alignment on priorities, standards, and initiatives. Represents security interests at the senior management level, contributing to broader organizational planning and decisionmaking. Builds and maintains strong relationships with senior leaders, law enforcement, regulatory agencies, and external partners to support integrated security strategies. Oversees the operational delivery of transit security services, including patrols, CCTV monitoring, alarm and access control systems, and maintenance, card access and alarm systems to protect corporate property, information and information technology, protection of employees and passengers from robbery and assault, internal investigations and the conduct of fare inspections/audits. Leads security risk, threat, and vulnerability assessments and integrates findings into both strategic and operational planning. Develops and coordinates new and updated security programs and initiatives, implements security plans, researches trends and new initiatives in Security and stays current with emerging risks and means to combat security threats. Manages multiple teams, including exempt and unionized employees, contractors, and consultants; provides leadership in hiring, training, development, and performance. Qualifications EDUCATION AND EXPERIENCE The requirements for this job are acquired through a degree in Business Administration plus courses in industrial security, plus ten (10) of progressive security management experience, including strategic planning, operational leadership, and team management. Experience working in public transportation, jurisdictional police, or industrial security environments is preferred. Professional security certification (e.g., CPP) is strongly preferred. Demonstrated experience influencing senior leaders and managing complex, multistakeholder security initiatives. OTHER REQUIREMENTS Exceptional communication, interpersonal, and relationshipbuilding skills. Strong strategic thinking combined with handson operational leadership; with advanced analytical, problem solving and decisionmaking skills to identify and mitigate risks pertaining to the public and staff on transit. Advanced/proven leadership to oversee exempt and union staff. Proven ability to lead enterpriselevel security programs and influence senior leaders. Experience in responding to and managing emergency situations in an operations environment. Demonstrated general/change management leadership skills are required and experience building organizational security culture. Strong understanding of relevant legislation, regulations, and security standards (e.g., CPTED, transportation security regulations). Knowledge of modern security technologies and experience implementing largescale security upgrades. Ability to obtain and maintain Enhanced Reliability Security clearance. Work Schedule 37.5 hours per week. Work Designation Resident This position works predominantly onsite. Rate of Pay The salary for this position ranges from $117,600 - $176,400 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
