About The Project Cross Fraser Partnership (CFP) is a general partnership between Bouygues Construction Canada Inc., Fomento de Construcciones y Contratas (FCC) Canada Ltd., Pomerleau BC Inc., and Arcadis Canada Inc. CFP has been selected to deliver a new eight-lane immersed tube tunnel to replace the George Massey Tunnel on Highway 99. The project includes three vehicle lanes and a dedicated transit lane in each direction, with a separated active transportation corridor for cyclists and pedestrians. Position Overview The Construction Manager will be responsible for managing all construction activities related to the development and implementation of the North or South section of this project. This role requires expertise in managing complex construction projects, including earthworks, bridge construction, soil improvement, and highways, while ensuring compliance with safety, quality, and environmental standards. Key Responsibilities Manage all construction activities for the assigned section, ensuring compliance with the agreement, including Early Works Infrastructure. Project Planning: develop comprehensive construction plans and schedules, considering site conditions, resource allocation, and regulatory requirements. Construction Execution: direct and coordinate construction activities including excavation, foundation construction, bridge erection, and piling to meet project specifications and schedule. Prepare and submit construction project budget estimates. Lead pre-construction phase using design-build, construction management, or stipulated price methodologies. Coordinate and respond to value engineering, schedule development, risk management, constructability reviews, and other deliverables. Oversee pre-construction deliverables from project introduction through construction document completion. Participate in design meetings with owners, development team, architects, consultants, and engineers to provide recommendations. Review specifications and drawings for quality, content, and constructability; provide recommendations on clarity and coordination. Support cost estimating activities and provide input on value engineering. Coordinate resolution of constructability issues during design and lead design/construction document reviews. Manage and review risk factors with management and the client; develop mitigation strategies. Develop cost information through benchmarking and estimating platforms. Plan and lead pre-construction strategy meetings and advise on procurement options. Prepare site logistics plans, construction management plans, trade package strategies, early works plans, and sequencing options. Quality Assurance: implement quality control measures and inspection protocols for both structural and maritime works. Safety Management: enforce safety protocols for land-based and marine construction activities; promote a culture of safety. Environmental Compliance: ensure compliance with environmental regulations and permit conditions for marine works. Risk Management: identify and mitigate risks to minimize disruptions and delays. Team Leadership: lead multidisciplinary project teams and foster a collaborative, results-driven environment. Plan, organize, direct, control, and evaluate the construction interface from start to finish according to schedule, specifications and budget. Visit sites to review options for renovation projects and assist with feasibility studies. Education And Qualifications Degree in civil engineering, architecture, engineering, planning, construction, law, or a related field. PMP and P.Eng. qualifications preferred. 15 years of experience with at least 5 years of construction management experience on highways, roads, and/or bridges. Job Requirements Familiarity with local Building Code, Health & Safety regulations, and regulatory permit requirements for the construction industry. 15+ years of professional experience as a Construction Manager on large, multi-million-dollar infrastructure projects. Experience in projects involving structures, seismic conditions, and works below the water table. Knowledge of government regulations related to the construction industry. Proficiency with Microsoft Office (Word, Excel, Outlook) and Google tools (Gmail, Google Docs). Knowledge of project management tools such as Microsoft Project or Gantt chart planning tools. Highly motivated with a demonstrated passion for excellence and initiative. Strong interpersonal, written, and verbal communication skills. Team player with the ability to work independently to meet deadlines and objectives. Strong organizational, time management, and attention to detail.
