*Job Description Division: * Fire Services Department: Community Services Initial Reporting Location: Van Horne (Main Station) Job Status: Permanent Position Number of Vacancies: 1 Union Affiliation: Non union Hours of Work: 70 hours bi-weekly Range of Pay: Group 16* - $148,790.88 to $175,227.57 per year The start date will follow the selection process. Main Function: This position is responsible to the Director and Chief of Fire Services (Fire Chief) for the management, direction and operation of the Fire Services Division, in support of quality customer service outcomes and the Business Plan for the division. *Duties: * Responsible for the preparation and execution of an annual Business Plan covering all mandated services of the Fire Services Division, in concert with the budgeting process. The plan will detail service goals, expected service/performance outputs, resources required to achieve these outputs, and the performance measures used to assess the division''s performance against the goals. As a senior administrator of the department, primarily responsible for the municipality''s emergency fire services, support and contribute to the accomplishment of the Community Services Business Plan. Provide direction and coordination of activities within the division. Responsible to: Manage the in-house delivery of emergency fire services assisting in the coordination of human and physical resources to maximize efficiency and maintain quality customer service levels. Act as a representative and contact for the City of Greater Sudbury (CGS) with various stakeholders (e.g. broader public sector, outside agencies, Ontario Fire Marshal''s office (OFM), Paramedic and Police Services, etc.). Conduct literature reviews, data analysis, best practice reviews, liaise and consult with various stakeholders, and recognized experts, in developing recommendations for performance-based service delivery. Provide ongoing management and control of Fire Service Operations to ensure quality delivery of services. Assist in the preparation, implementation and maintenance of CGS''s Emergency Preparedness Plan, as directed Oversee logistics and purchasing of apparatus, equipment and buildings. Act as Director and Chief of Fire Services (Fire Chief), as directed. Manage the financial, human and physical resources of the division in alignment with CGS''s vision and values, and in accordance with the annual Business Plan. Prepare reports and make presentations for Council, Executive Leadership Team (ELT) and the general public. Responsible for the development and implementation of policies and procedures related to the delivery of Fire Operations while ensuring compliance with all legislation and standards (e.g. Fire Prevention and Protection Act (FPPA), Occupational Health & Safety Act, NFPA Standards, Ontario Fire Code, etc.). Prepare operating and capital budgets for divisional review and approval and monitor revenues and expenditures from approved division budget. Assume standby duties as scheduled, ensuring a standby Operations Duty Officer is available 24/7, 365 days a year. Respond to major emergencies on a 24-hour basis and assume Incident Command as required. Manage the Fire Services'' training complex including marketing, program development, budgeting, maintenance and operation of the facility. Develop and maintain a thorough working knowledge of CGS''s Safety Manual and the applicable Provincial legislation listed therein. Perform other related duties as required. *Qualifications Education and Training: * University degree from a recognized University with Canadian accreditation, preferably in Business or Public Administration an asset. Successful completion of a Certified Fire Service Administration Program an asset. *Experience: * Minimum of six (6) years of experience at a leadership level in large, unionized and highly diversified public or private sector organization including four (4) years in the delivery and co-ordination of fire protection. Strong acumen and experience in fire ground and emergency scene operations. Experience working in a composite Fire Department considered an asset. Or *Education And Training: * College Diploma from a recognized post-secondary institution with Canadian accreditation, preferably in Business or Public Administration an asset. Successful completion of a Certified Fire Service Administration Program an asset. *Experience: * Minimum of eight (8) years of experience at a leadership level in large, unionized and highly diversified public or private sector organization including four (4) years in the delivery and co-ordination of fire protection. Strong acumen and experience in fire ground and emergency scene operations. Experience working in a composite Fire Department considered an asset. *Knowledge Of: * Applicable legislation and related regulations (e.g. The Fire Protection and Prevention Act, The Occupational Health and Safety Act, The Ontario Fire Code, National Fire Protection Association''s codes and standards). Thorough knowledge of fire service administration and the principles, practices and techniques of Fire Service operations. Demonstrated knowledge of collective agreement administration, performance management and collective bargaining. Excellent computer skills with good working knowledge of Microsoft Office Suite and fire service management software programs. *Abilities To: * Assume responsibility, manage and direct emergency operations. Work well under pressure, exercise good judgement in emergency situations Display leadership through sound administrative abilities, attention to detail, strong conceptual thinking and working co-operatively with all staff to achieve positive results. Possess excellent communication and team-building skills. *Personal Suitability: * Demonstrated character that reflects ethical and professional standards as well as a dedication to providing a quality fire and emergency service. *Language: * Excellent use of English, verbally and in writing. French verbal skills highly desirable, written skills an asset *Other Requirements: * Must be physically capable of operating a vehicle safely, possess a valid DZ driver''s licence, and have an acceptable driving record.
