There is a story that has been passed on from generation to generation that explains how we became known as the xmkym (Musqueam) - People of the River Plant. We have always moved throughout our territory using the resources it provides for fishing, hunting, trapping and gathering. We remain distinct and our cultural practices are strong, despite the devastating impacts of residential schools, colonial laws banning our ceremonies, and other attempts to assimilate our people. To learn more about Musqueam, please visit Position Summary The Health Director is responsible for overseeing and directing all of the Musqueam Indian Bands Health Programs . Currently, the Health Director oversees the Home Care Program, Elders, Community Nursing, Primary Care, Mental Health Services, and others. However, the administration is changing the organizational structure of the Health Department , and your duties will include overseeing and facilitating the reorganization of the department with the guidance of the Senior Director of Community Services. The Director of Health oversees programs and service delivery, multiyear block funding, develops and plans the annual departmental budget for the various programs; semi-annual distribution for Elders, oversees and supervises Health Management staff; sits on a variety of boards ; negotiates and interacts with other governments agencies, medical professionals ; works within the strategic and operational plan to develop programs and services to address identified needs ; identifies outside sources of funding and develops proposals to obtain program funding. The Director of Health is a front-facing position in significant internal and external meetings representing the Musqueam Indian Band. The Director supports the internal work of moving toward Self-Governance. This position reports to the Senior Director of Community Services. Directs and oversees the administration of the Musqueam Indian Bands Health Programs and Service Delivery to provide access to health care for all Musqueam Indian Band and Community members. Development and maintenance of the multi-year block funding agreement with Health Canada and annual funding agreements with Vancouver Coastal Health Authority . Works with Health Managers to develop annual departmental and operational plans and develops annual departmental budget for each health program in coordination with respective staff; coordinates annual and semi-annual, and quarterly financial and narrative reports to respective funding agencies. Works with Health Managers to develop plans and implement various health programs to address community and environmental health issues. Ensures qualitative and quantitative data is properly collected to support funding applications and utilization of funds per program. Researches, develops proposals, and acquires outside funding for health programs. Oversee and monitor required reporting as they related to health budgets. Develops and maintains effective working relationships with clients, colleagues, medical professionals , and outside governments and/or agencies. Participation in Band and outside committees or boards on health issues. Other related duties as required . Knowledge, Skills, and Abilities Skill and knowledge usually attained by successful completion of a Post-Secondary degree or certificate in Health Care Administration, Social Work, Psychology, Environmental Health, or Community Health Nursing. 7-10 years of similar work experience. Knowledge and experience of similar program delivery in the historical context of Musqueam or First Nations culture and history. Forward-thinking mindset. Leadership and governance skills, effective communication skills, professionalism, partnerships and relationship building. Financial management and accountability, narrative reporting and statistics. Ability to maintain confidentiality. Ability to interact with staff (at all levels) in a fast-paced environment, sometimes under pressure, remaining flexible, proactive, resourceful and efficient, with a high level of leadership skills, professionalism and confidentiality. Ability to problem-solve and take initiative to resolve problems. Ability to remain calm during periods of stressful high volume and to meet deadlines as required. Working Condition s Work is performed in office environment , occasional on call coverage may be required , holiday on call may be required , and outside of regular work hours for events or schedule meetings.
