Job Description

REQUEST FOR PROPOSALS Background: The Cardston Transfer Station provides waste and recycling services for residents and plays a key role in maintaining community cleanliness and environmental compliance. The Town is seeking a reliable, safety-focused contractor to manage day-to-day operations, maintain site organization, and provide professional customer service to residents. Operating hours vary seasonally and may be adjusted by the Town as needed. The Contractor must be able to work independently, maintain a safe and orderly site, and coordinate with municipal staff and contracted haulers. Scope of Work: 1. Site Operations Open and close the Transfer Station according to the Towns seasonal schedule. Operating hours may change at the Towns discretion with written notice. Greet and direct residents to appropriate waste and recycling areas. Verify residency and redirect prohibited or non-accepted materials. Maintain safe traffic flow and enforce posted site rules. Maintain a clean, organized, and compliant site at all times. 2. Site Oversight (Non-Asset Services) Perform light manual labour such as litter pickup, debris removal, and minor site upkeep. Monitor bin levels and contact the Towns contracted hauler when bins are full. Secure burn permits and monitor fire-ban conditions; coordinate with Public Works if a water truck is required. Maintain order and prevent misuse of the facility. Arrange and compensate a qualified replacement attendant when unavailable. Follow all Town safety policies and maintain a hazard-free site. Report spills, hazards, or incidents immediately. 3. Equipment Operation (Asset Services Optional) The following services are considered assets and are not mandatory. Proponents shall adjust pricing to reflect only the asset services they can provide and clearly identify any exclusions. Operate a loader or small dozer for waste pile management. Operate a ride-on mower for seasonal grass maintenance. 4. Reporting Track site usage, load volumes, and operational issues as required. Submit monthly invoices. Submit any user service fee invoices (fees collected for Town-approved special disposal services). Report illegal dumping or prohibited materials. Proposals shall describe the proponents ability to manage the Scope of Work, preferably with reference to experience managing similar responsibilities. Proposals are preferably no longer than 10 pages, including appendices. Compensation may be a fixed monthly or fixed annual contract amount. The Town anticipates a one-year contract with the option to extend for up to two additional one-year terms. Proposals shall include expected compensation. Mandatory Qualifications: Ability to work independently and interact professionally with the public. Valid Class 5 drivers licence. Reliable transportation. Ability to lift up to 50 lbs and work in all weather conditions. WHMIS 2015 certification (or willingness to obtain before start). CSA-approved safety footwear and PPE. WCB coverage (or ability to obtain before award). Commercial general liability insurance (minimum $2,000,000 recommended). Ability to issue monthly invoices and perform light administrative duties. Asset Qualifications (Optional): Experience operating a loader or dozer. Experience operating a ride-on mower (ownership considered an asset). Experience in waste handling, municipal operations, or heavy equipment environments.
