Job Description The Maintenance Manager of the Swan Hills Treatment Centre (SHTC) provides leadership and management of the Maintenance Department within the fully integrated hazardous waste treatment facility. As a member of the SHTC Plant Management team, the candidate supports the Plant Manager so that safe and cost effective operation of the SHTC is achieved and appropriate strategic decisions can be made consistent with the mandate of the facility to effectively and efficiently process hazardous wastes. The candidate verifies that specifications are provided in a timely manner to all user groups, such as Production, Maintenance, Environmental, and Health and Safety. It must be recognized that the Maintenance department provide support functions to the safe, cost effective operation of the SHTC. The department must be able to respond as requested (reactive) mode to the internal customer groups as well as in a proactive mode to identify potential problem areas and recommend corrective action to the same groups. While adhering to the Companys Core Values and being vigilant of the objective to be 100% compliant with all regulatory requirements, achieves departments business targets and objectives. This position operates within a COR, ISO 17025 certified, and OHSAS 18001 and ISO 14001 conforming plant environment and is expected to comply with all regulatory requirements. The facility operates on a 24/7 basis. Key Responsibilities Understands and promotes the Companys, the Divisions, the Plants and the Departments mission statement, values, and strategic goals. Proactively promotes through example a safe work ethic, attitude, and workplace. Monitors department employees compliance with all health and safety policies and standards. Ensures procedures to achieve a safe work environment and safety for all staff and visitors as well as the Companys, Clients and Regulatory Agencies safe work objectives and requirements. Proactively models and maintains effective working relationships and communications with peers, management, direct and indirect reports, and other Company departments and staff. Models effective conflict resolution skills and effectively resolves any conflicts in a timely and respectful manner to achieve positive and healthy working relationships and workplace environment. Promotes a qualityfirst work ethic and attitude to provide a service of the highest standard achievable. Maintains confidentiality to comply with all regulatory requirements and Company Privacy and Confidentiality policies and procedures. Safely operates company owned, leased, or rented vehicles and/or mobile equipment. Candidate has responsibility for workinglevel positions on site that perform Safety Sensitive duties or responsibilities. Anticipates required technological changes in specifications. Uses and maintains the Maintenance Management System to follow and evaluate the preventive maintenance program. Optimizes Reliability Centered Maintenance (RCM) activities including development of KPIs to measure and continually improve plant reliability. Requisitions necessary tools, supplies, materials and equipment as required. Delivers information to the Plant Manager so that a safe and cost effective operation of the SHTC is achieved and appropriate strategic decisions can be made consistent with the mandate of the facility to effectively and efficiently process hazardous wastes while adhering to Company core values. Participates in a Risk Management Plan. Participates in Process Hazard Assessment (PHA), REM and HAZOP associated with plant operations. Completes Project scoping for major maintenance and capital requirements. Implementation shall include ensuring sourcing material and labour, delivery of the intended design and cost and schedule control. Proactively identifies potential factors which negatively impact online availability of the plant. Supports Operations and Maintenance departments on an as requested basis, including failure analysis of equipment, down time evaluations, and cost effective approaches to work procedures. Actively supports other initiatives of the Plant to promote a healthy and positive work environment and enhance employee morale and engagement. Completes other duties as assigned. Environmental, Health and Safety (EH&S) Understands and is accountable for responsibilities as Maintenance Manager as described in Sections 22 and 32 of the Alberta Occupational Health & Safety Act, the Swan Hills Treatment Centre Safety manual, EH&S Management System documentation and other relevant policies. Is an EH&S leader, explaining, following, and enforcing EH&S guidelines. Communicates EH&S policies and procedures to all department personnel. Conducts a Safe Work Plan (SWP) review prior to any nonroutine and critical activities. Documents and maintains a record of the meeting. Verifies that all involved in a SWP understand the risks and sign the document prior to starting the job. Reports all incidents, nonconformances, near misses, concerns and potential legal nonconformities immediately to the Plant Manager. Acts upon, in a timely manner, any unsafe conditions observed. Performs work only where competence is met. Produces legible and identifiable records and documents, controls of documents and records and prevents production of unauthorized copies of documentation. Consults with the responsible Manager on replacement of lost or damaged documentation. Understands role in an emergency. Cooperates with auditors to facilitate successful audits. Allocates work only to competent personnel, based on training, experience and education. Reviews critical procedures as assigned. Participates in preapproved training to advance skills and competence. Reports all out of the ordinary, external communication to the Plant Manager. Maintains a safe and clean workplace at all times and monitors that department personnel and contractors also maintain a safe and clean workplace at all times. Implements recommendations, as assigned, generated thru HAZOPs, incident investigations, inspections, audits as per the target dates agreed with the Plant Manager. Immediately takes out of service or has repaired any equipment/tool deficiencies that can cause adverse impact to site EH & S performance. Submits purchase requisitions to the Purchasing Department when the services of a contractor is required and verifies that contractors perform according to requirements of applicable regulations and SHTC policies and procedures. Conducts a prejob safety meeting with the contractors supervisor and his/her staff to review Company policies applicable to the job. Performs EH&S inspections and audits. Generates inspection and audit findings and maintains followup for timely closeout. Participates in HAZOP, Risk Assessment, PreStartup Safety reviews as required. Initiates and follows proper Management of Change process for all significant changes and new additions under his/her control. Verifies that all changes are implemented thru a proper Management of Change process and that all components of Management of Change are adhered to including documentation and record keeping. Maintains and closes Management of Change documentation related to Engineering. Conducts incidents investigations (when assigned) and performs incident cause analysis as required. Allocates work only to personnel competent based on training, experience and education. Participates in Pre StartUp Safety Review of any modified or new facility under his/her control. Verifies that new hires are properly ticketed and receives orientation. Assigns workers to tasks within their abilities. Monitors that apprentices are working within their legal requirements and are properly mentored. Refers to applicable drawings when required. Verifies that field changes are redlined onto drawings through the Draftsperson. Verifies that unauthorized or out of date drawings are not used. Leadership Provides proactive leadership and management of all staff resources within Maintenance Department to maintain a functional department in line with overall Department forecasts and Company policies and strategic plans. Develops, coaches and mentors personnel. Sets Departments operational goals and objectives and Key Performance Indicators (KPIs). Informs direct reports of Corporate and Plants goals, objectives, and KPIs. Collaboratively assigns goals, objectives and KPIs with direct reports while verifying their personal objectives are in alignment. Monitors that progress is continuously being made towards the Company, Plant and Departments goals, objectives and KPIs. Manages the Departments human resource plan to have the necessary staffing levels to achieve objectives. Identifies and recommends changes to staffing levels to achieve Departments objectives. Recruits, selects, and orientates new staff per company policies and procedures. Identifies and procures Contractors based on department objectives and activities. Prepares annual training program and executes once approved. Monitors that all staff are adequately trained and demonstrate effective skills to achieve and maintain quality standards and production targets as well as the Companys and Departments objectives. Develops the departments skill base, so succession planning objectives are achieved. Monitors and conducts evaluations of personnel performance and addresses any concerns or infractions in a timely and respectful manner as per Company policy and practices while focusing on consistency, accountability and responsibility. Provides ongoing feedback to all direct reports based on observable behaviours and maintains log for input when conducting annual staff performance assessments to ensure a fair and equitable assessment. Conducts formal performance assessments and followsup on progress towards goals and objectives and KPIs. Reviews position descriptions and Job Hazard Assessments (JHA) with direct reports annually or as required and makes changes as necessary. Reviews and approves performance evaluations for all personnel within their Department. Seeks input to identify issues and opportunities to enhance staff job satisfaction and retention and provides recommendations for new initiatives to Plant Manager for approval. Acts as a coach/or facilitator as required in all personnel matters within the Maintenance Department, and other departments as requested. Monitors that all staff documentation is current and accurate and submitted in a timely manner to achieve Company objectives including minimizing Company liability. Authorizes direct reports timesheets (verifying that they are in compliance with company policy and regulatory requirements) and leave of absences. Financial Management Projects long and shortterm forecasts, objectives, and action plan for the Department to support the Companys and the Clients strategic goals. Develops and controls financial performance of the Department including preparing annual budget, daily controls, and targets within the Clients and the Companys policies and practices. Reviews and reconciles Contractor activity sheets for final approval for payment of Contractor services on timely basis. Prepares monthly forecasting of department expenses. Recommends the purchase of capital expenditures and executes once approval is given. Manages Clients projects within scope of responsibility to achieve time and budget expectations. Qualifications Minimum of a Technical School Diploma in a related technology such as Mechanical Engineering or Journeyman Trades Certification. Preference for Engineering Degree in related discipline. Minimum of 8 years related experience within an industrial process plant environment is required. Preference for 9 to 10 years related experience. Proven leadership skills combined with a minimum of 4 years of supervisory/management experience. Minimum of 2 years Project management experience is required. Inhouse training on the quality systems, quality regulations, and safe work practices (including WHMIS). Inhouse training on the quality systems, quality regulations, and safe work practices (including WHMIS, Ethical Conduct/Harassment Awareness, RPE/PPE, SABA/SCBA, Environmental Awareness, First Aid/CPR, Confined Space Entry, TDG, Fire Extinguisher, Work Permit System). Strong leadership and communication (both verbal and written) skills to facilitate and promote open discussions, and to effect proactive management on a daily basis. Excellent negotiation, persuasion, and listening skills to facilitate successful resolution of employee and management concerns and requests. Effective time management, decisionmaking, and planning and organizing skills. Attentiveness to details and ability to manage a diverse workload within a fastpaced environment with changing multiple priorities and frequent interruptions. Intermediate level computer skills to operate Google Suite (especially Gmail, Sheets, and Documents). Ability to work oncall and outside of regular business hours as the facility is operational 24/7. Ability to maintain confidentiality to comply with all regulatory requirements and Company Privacy and Confidentiality policies and procedures. Ability to complete all conditions of employment including criminal record check, negative alcohol and drug test, current and clean Class 5 drivers license, preemployment medical, and background check. Working Conditions Regular trips into production plant, fields and laboratory; may be required to climb ladders, work at heights or in confined spaces, and be exposed to various industrial hazards such as but not limited to noise, fumes, and chemicals and hazardous waste. May be exposed to PCBs, Compressed/flammable gas, mobile equipment, moving equipment, rotating equipment, slip/trip/fall and electrical hazards. May be exposed to Hot and Cold working environments. May be required to wear respirator and/or breathing apparatus while in the plant and/or laboratory. Despite the relatively low risk of exposure to potential waste contaminants, participation in the SHTC employee health monitoring program is required. Occasional travel may be required for company meetings. Hours of Work General hours of work for the Maintenance Manager will be five (5) days per week, eight and a half (8) hours per day, Monday to Friday. Candidate is required to work hours necessary to achieve Department and Company/Client objectives, operational requirements and coverage at all times, and therefore may be required to occasionally change/adapt their hours. With prior approval, Candidate has flexibility to adapt hours to meet business and personal needs. Position is based on a 40hour work week.
