Job Description Section: Water Treatment Division: Water and Wastewater Services Department: Community Infrastructure Initial Reporting Location: Frost Street - Water Treatment Plant Job Status: Permanent Position Number of Vacancies: 1 Union Affiliation: Non union Hours of Work: 70 hours bi-weekly Shift Work Required: On Call Rotation Range of Pay: Group 13 - $3,966.90 to $4,669.70 bi-weekly The start date will follow the selection process. Main Function: Responsible for the safe, effective, and efficient operation and maintenance of CGS water treatment supply facilities in compliance with all regulatory requirements. Ensure that all work is performed in accordance with established procedures and requirements. Characteristic Duties: Under the general direction of the Manager of Water Treatment. Perform the functions of Overall Responsible Operator (ORO) and assume responsibility for the operation and maintenance of CGS''s water facilities and infrastructure as directed. Provide technical guidance, leadership and direction on all operation and maintenance matters. Co-ordinate operational and maintenance activities, and staff while ensuring a safe and efficient operation while meeting all regulatory and policy requirements. Liaise regularly with special purpose bodies and regulatory authorities (e.g. DFO, MECP, MOL, ESA, MOH). Where and when applicable, report compliance breaches, investigate root causes and issue written warnings/disciplinary notices to personnel who are found to not be performing duties in compliance with policies/procedures and legislated requirements. Assist in the establishment of operating and maintenance procedures, and establish and implement work plans and programs. Develop, provide and/or co-ordinate training for CGS employees and contractors under his/her direction including indoctrination, orientation, related standard operating procedures and policies, and health and safety related training Ensure that sampling, testing and recording of operational data meets regulatory requirements. Participate in onsite audits, field investigations and regulatory inspections for designated areas. Prepare employee work schedules, assign duties and perform other supervisory duties. Maintain supply of chemicals, equipment parts and supplies. Process the invoices and other accounting devices related to such purchases. Act as Management''s Representative in the Grievance Procedure in accordance with the respective Collective Agreement. Assist in the hiring, promoting, firing and disciplining of plant personnel. Conduct performance appraisals and salary reviews as required. Participate in emergency stand by duty following established schedules. Recommend plant modifications in area of responsibility and co ordinate plant operations during construction work. Liaise with consulting firms, suppliers, other utilities and the general public on matters concerning CGS water supply facilities. Assist in the preparation of current budget estimates and monitor expenditures in his/her area of operation. Authorize overtime and premium pay for employees within jurisdiction. Schedule and conduct Plant tours. Develop and maintain a thorough working knowledge of the CGS''s Safety Manual and the applicable Provincial Legislation listed therein. Perform other related duties as required. Qualifications Education and Training: Successful Completion of Secondary School (Grade XII) Education. Two (2) year College Diploma in a related field from a Community College with Canadian accreditation considered an asset. Must hold Class III Water Treatment and Water Distribution from the Ontario Water and Wastewater Certification Office (OWWCO). Must obtain Class IV in Water Treatment and Water Distribution from the Ontario Water and Wastewater Certification Office (OWWCO) within twenty-four (24) months of hire. Once obtained, certification must be maintained and held in good standing. Plant Engineering and Maintenance Association of Canada (PEMAC) training courses considered an asset. Experience Minimum of four (4) years of experience in the operation of water treatment facilities including at least two (2) years as Operator in Charge (OIC) in a minimum Class II facility or higher. Minimum of two (2) years of supervisory experience required. Supervisory experience in a unionized environment an asset. Knowledge Of Applicable legislation and related regulations. Electrical and mechanical equipment. Maintenance management principles and computerized maintenance management systems. Computer software systems including MS Office, SCADA, and data management software. Abilities To Demonstrate interpersonal skills in dealing with and meeting the needs of the public, staff and outside agencies in a courteous and effective manner. Communicate effectively and to maintain records. Manage the financial, human and physical resources of the Section in a collaborative manner. Create and respond appropriately to a continuous learning environment. Manage conflict; mediate disputes; assist in reaching consensus. Personal Suitability Mental and physical fitness to perform essential job functions. Must consistently comply with CGS Clean Shaven Policy. Language Excellent use of English; verbally and in writing. French verbal skills highly desirable; written skills an asset. Other Requirements This role requires the use of tight-fitting respirators and employees must be clean-shaven where the mask seals. This is a Bona Fide Occupational Requirement (BFOR) under human rights legislation. May require the use of a personal or CGS vehicle on CGS business. Must be physically capable of operating a vehicle safely, possess a valid driver''s licence, have an acceptable driving record, and personal insurance coverage.
